SUMMARY
OF JUNE 25, 2002, CATEGORY 1 MEETING WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS ISSUES RELATED TO ULTIMATE HEAT SINK AMENDMENT REQUEST (TAC No.: MB5123)
On June 25, 2002, the Nebraska Public Power District (NPPD, licensee) met with the Nuclear Regulatory Commission (NRC) staff at the NRC Headquarters. The purpose of the meeting was for the licensee staff to brief the NRC staff on the licensees methodology for supporting its request for revising the Cooper Nuclear Station (CNS) Technical Specifications (TSs). The NPPD wishes to raise the maximum ultimate heat sink (UHS) temperature limit and reactor equipment cooling (REC) water maximum temperature limit. Enclosure 1 is a list of meeting attendees.
The licensee made an oral presentation, without any presentation slides. The licensee explained the analyses supporting the application for UHS and REC temperature limit changes proposed in the amendment request. There was considerable discussion during which the NRC staff raised several questions. Some of the NRC staff questions were resolved by the licencees explanations. At the end of the discussions, the NRC staff identified the following questions which would be submitted to the licensee in a written request for additional information.
- 1. Discuss the methodologies and assumptions for the CNS Updated Safety Analysis Report Chapter 14 accidents that were not previously reviewed and approved by the NRC staff.
- 2. Identify any equipment/components where environmental qualifications (EQs) temperatures were exceeded by revised maximum UHS and REC temperatures.
Discuss how temperature increase status of EQ was dispositioned.
- 3. Explain how heat exchanger performance data obtained from Generic Letter 89-13 program was utilized in heat transfer calculations supporting the amendment request.
In view of the extreme drought conditions and approaching peak summer ambient temperatures, the licensee indicated that it was at risk of shutting down the reactor if the UHS temperature exceeded the TS limit. The licensee requested exigent handling of the
Nebraska Public Power District amendment request, committed to expeditiously respond to the above questions, and asked that the NRC staff prioritize the review effort in support of the licensees situation.
