Dear Ms. Bailine:
Thank you for your most recent January 14, 2003 letter to our 9th District Legislative Office in your capacity as a member of the New Jersey Shore Ni tclear Watch organization.
By way of this reply, our Delega!ion would like to reach out to convey our appreciation for your efforts in contacting our office to relate your concerns about an incident involving a delivery truck at the Oyster Creed Nuclear Power Plant. You indicate this truck gained access to this facility and emptied the contents without being.questioned.
Your report about this incident is greatly troubling. Like yourself, each of the members of our Delegation and our families, live within close proximity toi this facility. We maintain a steadfast commitment to push the federal Nuclear Regulatory Commission (NRC) to institute the most stringent guidelines possible for this facility to maintain the, safety of residents throughout the area. By copy of this reply. we are forwarding your complaint to the Nuclear Regulatory Commission in Washington for full investigatioQn.a nd appropriate remediative actions.
Thank you for allowing our Delegation this opportunity to initiate this investigation through the NRC regarding your report about this incident. We do hope this effort is helpful and please know our office will keep you advised as any information is received here from the NRC.

Dear Senator Connors:
=
Here I sit, reading and re-reading a letter from the Nuclear Regulatory Commission (NRC) that is to comfort us regarding what we have uncovered ... a totally hideous situation at the OYSTER CREEK NUCLEAR POWER PLANT: that ANY delivery truck can drive up to a loading docks within The Oyster Creek Nuclear Powe.r Plant, unload their contents, and never be questioned as to who they are or what they are carrying on the truck Should I tremble? Or should I be in outrage? We were in shock! We (Jersey Shore Nuclear Watch) called the Nuclear Regulatory Commission about this when we learned from a delivery vendor that this vendor drove his truck on-site to the Oyster Creek Nuclear Power Plant and was not questioned about who he was or what the contents of his truck contained!
We immediately contacted the Nuclear Regulatory Agency. Their reply to this outrage was a letter (which we have a copy of and that can be produced), proclaiming that delivery trucks can move "on-site" without questioning because the tiuck was "outside the protected area of the plant". Let's get real. With terrorists being able to command all types of weapons and missiles and with no regard to their own lives .... there is no area of a nuclear power plant that is not vulnerable. The Nuclear Regulatory Agency in their response to our cry of outrage sent us a letter that was to lull us into a quiet sleep. Can you believe in this day and age that the Nuclear Regulatory Commission states: "NORMAL USE OF THIS PARTICULAR FACILITY DOES NOT COMPROMiSE THE PLANT SECURITY FEATURES."
ARE "NORMAL CONDITIONS" WHAT WE ARE DEALING WITH NOW?
Within the past few days, the Nuclear Regulatory Commission has been dragged over the coals regarding "Evacuation Plans" for Indian Point Nuclear I 'ower Plant. The investigation conducted under the auspices of Governor Pataki has found tlhe plans to evacuate residents ridiculous and totally unworkable.
Why do we sit here and say "All is Well"? Because it hasn't happened yet? Is this what keeps us "in-line" and very quiet?
WE NOW KNOW HOW QUICKLY BAD THINCS CAN HAPPEN!
Thank you for any help you can give.
Very sincere ly yours, Barbara Baifine Member of Jersey Shore Nuclear Watch Tdephone: 732-914-1590
