Dear Mr. Heymer:
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed NEIs draft White Paper on Testing of Dynamic Soil Properties for Nuclear Power Plant COL Applications. The staff found that while the paper presented a potential strategy to deal with the shortage of soil dynamic testing facilities, it left some key issues unaddressed and key terminologies to be defined. Enclosed please find the staffs comments on the paper. The final White Paper which addresses staffs comments is expected to serve as guidance on the type of information an application should contain for the staff review.
