JOINT REPORT TO LICENSING BOARD In accordance with the Order issued by the Atomic Safety and Licensing Board
("Licensing Board") on May 30, 2003,1 counsel for Duke Energy, lead intervenor Blue Ridge Environmental Defense League ("BREDL"), and the NRC Staff attended the NRC's June 18, 2003 meeting with stakeholders regarding Generic Safety Issue ("GSI-189"). 2 At the meeting the NRC Staff provided a technical discussion of GSI-1 89 and potential regulatory approaches to resolution of the issue that the Staff is considering. The NRC Staff also solicited and received stakeholder comments. The NRC Staff indicated that it will issue a Task Action Plan shortly.
Consistent with the Licensing Board's Order, Duke Energy and the lead intervenor considered and communicated with each other in good faith regarding the possibility of settlement of Amended Contention 2 in this license renewal proceeding. However, at this "Order (Regarding June 18, 2003, Meeting on GSI-189, and Deadline to Report to Licensing Board)," May 30, 2003.
2 Technical representatives of Duke Energy and the NRC Staff also participated in the meeting. A technical representative of Nuclear Information Resource Services, Inc.
('NIRS") also attended and participated.

time there is no prospect for settlement. Accordingly, the parties see no reason for the Licensing Board to delay a decision on the pending matters in this proceeding.
