PETITIONS TO INTERVENE OF THE NUCLEAR INFORMATION AND RESOURCE SERVICE AND THE BLUE RIDGE ENVIRONMENTAL DEFENSE LEAGUE Attached are petitions to intervene submitted by the Nuclear Information and Resource Service (NIRS) and the Blue Ridge Environmental Defense League (BREDL). The petitions were filed on August 25, 2003, in response to a notice of consideration of issuance of a license amendment to the licenses held by the Duke Energy Company for Catawba Units 1 and 2 (Docket Nos. 50-413 and 50-414) and McGuire Units 1 & 2 (Docket Nos. 50-369 and 50-370). The proposed amendment would revise the Technical Specifications to allow the use of four mixed oxide (MOX) lead assemblies at either the Catawba plant or the McGuire plant. The notice of consideration was published in the Federal Register at 68 Fed. Reg. 441 07 (July 25, 2003).

The petitions for intervention are being referred to you for appropriate action in accordance with10 C.F.R. §2.772(j).
