PUBLIC MEETING ON JUNE 25, 2004, TO DISCUSS PERFORMANCE OF THE POINT BEACH NUCLEAR PLANT

Dear Mr. Koehl:

This letter refers to the public meeting conducted on June 25, 2004, in Mishicot, Wisconsin.

The purpose of the meeting was to discuss the preliminary results of the NRCs initial inspection of Nuclear Management Companys (NMC) progress in meeting the commitments made to the NRC, as documented in the Confirmatory Action Letter dated April 21, 2004. In addition, NMC provided a status of the nine areas from the Point Beach Excellence Plan that are subject to the Confirmatory Action Letter.

At the meeting, NMC acknowledged the preliminary results of the inspection and stated that corrective actions had been implemented for two Excellence Plan action plan step closure packages with which the inspectors had identified quality problems. The NRC expressed concern that the identification of problems with two of the six packages reviewed by the inspectors indicated a need for additional oversight by NMC of completed step closure packages. In addition, the NRC had requested that NMC provide a detailed overview of their process for quality review of Engineering products during the meeting. An observation from the inspection raised a question regarding the thoroughness of the Engineering product review process, particularly regarding the activities of the Quality Review Team. The licensee presented an overview which described additional teams/groups that performed various quality review functions for Engineering products and agreed to provide the inspectors with a step-by-step process briefing at the next available onsite opportunity.

The results of the inspection will be documented in a separate report and issued at a later date. Additional inspection activities will be conducted to assess further progress. A listing of principal NMC and NRC meeting attendees and a copy of the handout provided by NMC at the meeting are enclosed as Enclosures 1 and 2 to this letter.
