RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION ARKANSAS TECH UNIVERSITY TRIGA REACTOR FACILITY DOCKET NO. 50-606 OUALITY ASSURANCE

1. Section 9 of the SAR describes the OA program, and the text of Section 9 quotes and references ANSI-15.8. This does not appear to be the correct 1

reference. Regulatory Guide 2.5," Quality Assurance Requirements for-Research Reactors," endorses ANSI N402-1976, which has the same title. 1 ANSI N402-1976 was also numbered ANS-15.8, and the cross-numbering  ;

(ANSI-15,8 instead of ANS-15.8 or ANSI N402-1976) should be

' eliminated.

The reference to ANSI 15.8 will be deleted and the reference will be changed to the correct ANS 15.8 in the text. The Reference number 2 will be changed to ANS 15.8/ ANSI N4021976.

2. Figure 9.1 shows a Reactor Safety and Utilization Committee, chaired by ,

the Facility Director. Please include a description in the SAR of the '

authority and responsibility of this committee.

A description of the Reactor Safety and Utilization Committee is given in section 8.1.7. More details may be found in section 6.2 of the Technical Specifications of the Arkansas Tech University TRIGA Reactor.

. 3. Table 9-1 assigns the responsibility to establish and implement the _OA

. program and identify its scope to the Facility Director or Reactor Super--

visor, and it assigns the responsibility for (the resolution of) unresolved issues associated with OA to the Dean of the school of Systems Science or the Head of the Department of Engineering. For the purpose of account-ability, each of these responsibilities should be assigned to one individual or the other (position titles are acceptable), and the SAR should be so revised. Other low-level responsibility assignments should also be docu-mented for accountability. While this need not be done in the SAR, there  :

should be commitment in the SAR that this will be done.

Table 91 will be revised as shown below.

1. Page' 2-12 of the SAR reports the annual mean daily temperature at j l

daily maximum temperature. Please comment.

2. In several places in Section 2 of your SAR, Reference 5, "The Environ- -l L mental Geology of the Russellville, Arkansas Area,"is given as the source j L of meteorological data. Please verify.

The correct reference for the climatology section is [3], " Arkansas Statistical Abstract", not [5]. This correction will be made in two  :

! places on page 2-12. The reference to [5] on page 2-2 and 2-6 will  !

also be changed to [3].
