PROPOSED RECOMMENDATION FOR ACRS REVIEW OF NUSCALE POWER, LLC, DESIGN CERTIFICATION APPLICATION - SAFETY EVALUATION WITH NO OPEN ITEMS FOR CHAPTER 14, INITIAL TEST PROGRAM AND INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA In response to the Committees request, I have reviewed the NRC staffs advanced safety evaluation report (SER) with no open items for Chapter 14, Initial Test Program and Inspections, Tests, Analyses, and Acceptance Criteria, dated January 8, 2020 (ML19267A086).
The following is my recommended course of action concerning further review of this chapter of the design certification application and the staffs associated safety evaluation.
SER Phase 4 Summary This chapter of the safety evaluation report (SER) documents the staff review of Chapter 14, Initial Test Program and Inspections, Tests, Analyses, and Acceptance Criteria, of the NuScale Power, LLC Design Certification Application (DCA), Part 2, Final Safety Analysis Report.
The Phase 2 SER for this chapter (ML18201A154) identified open items all of which the applicant addressed through information submitted on the docket. All the open items have been satisfactorily closed. Except for certain confirmatory items that have not been incorporated into the DCA, staffs regulatory findings documented in this SER are based on the latest version of the application on the docket.
Staff concluded that the NuScale Initial Test Program and ITAACs are generally acceptable following verification of the confirmatory items identified in the SER.
Applicable Concerns from ACRS Phase 3 Letter Report The ACRS had no concerns with the Phase 2 SER.
M. Sunseri Staff Response to ACRS Letter Report The ACRS did not have any recommendations for Chapter 14 in our Phase 3 letter report and staff did not provide any additional response.
Open Items from Phase 3 Requiring Further ACRS Review There are no open items or concerns from the Phase 3 ACRS review that apply to the staffs advanced SER with no open items for Chapter 14.
Recommendation As lead reviewer for NuScale Chapter 14, I recommend that the Committee not perform any additional Phase 5 review of this chapter. We will continue to assess the need for specific ITAACs as we perform our integrated review of the NuScale DCA.
