PROPOSED RECOMMENDATION FOR ACRS REVIEW OF NUSCALE POWER, LLC, DESIGN CERTIFICATION APPLICATION - SAFETY EVALUATION WITH NO OPEN ITEMS FOR CHAPTER 16, TECHNICAL SPECIFICATIONS In response to the Committees request, I have reviewed the NRC staffs advanced safety evaluation report (SER) with no open items for Chapter 16, Technical Specifications, dated December 27, 2019 (ML19330E020). The following is my recommended course of action concerning further review of this chapter of the design certification application and the staffs associated safety evaluation.
SER Phase 4 Summary This chapter of the safety evaluation report (SER) documents staffs review of Revision 2 of the NuScale Power, LLC Design Certification Application (DCA), Part 2, Final Safety Analysis Report, Chapter 16, Technical Specifications, and the referenced proposed generic technical specifications (GTS) and associated GTS bases. Together these portions of the DCA constitute the information related to technical specifications in the NuScale DCA.
The Phase 2 SER for this chapter (ML19050A439) identified Open Items (OIs), all of which the applicant addressed through information submitted on the docket. All the OIs have been satisfactorily closed. In addition, the Phase 2 SER for this chapter identified Confirmatory Items with proposed changes submitted on the docket, which the staff found acceptable.
Staff concluded that the NuScale GTS and Bases comply with Title 10 of the Code of Federal Regulations (10 CFR) Part 50.34, 10 CFR 50.36, and 10 CFR 50.36a, and are therefore acceptable.
Applicable Concerns from ACRS Phase 3 Letter Report The ACRS had no concerns with the Phase 2 SER.
Staff Response to ACRS Letter Report
M. Sunseri The ACRS did not have any recommendations for Chapter 16 in our Phase 3 letter report and staff did not offer any additional response.
Open Items from Phase 3 Requiring Further ACRS Review There are no open items or concerns from the Phase 3 ACRS review that apply to the staffs advanced SER with no open items for Chapter 16, Technical Specifications.
Recommendation As lead reviewer for NuScale Chapter 16, I recommend that the Committee not perform any additional Phase 5 review of this chapter. We will continue to assess the need for specific technical specifications as we perform our integrated review of the NuScale DCA.
