Operating License No. DPR-72 Technical Specification Change Request No. 97 Reactor Protection System Setpoint Revisions to Allow Operation at 2300 MWt with Reactor Coolant Pump Power Monitors Bypassed

Dear Mr. Denton:

Florida Power Corporation hereby submits three (3) original and forty (40) copies of Technical Specification Change Request No. 97 and its associated Certificate of Service, requesting amendment to Appendix A of Operating License No. DPR-72. This change will allow unit operation at power levels up to 2300 MWt without a Reactor Protective System (RPS) trip based on Reactor Coolant Pump Power Monitors (RCPPMs). This change requires that other RPS trip setpoints be reduced to adequately protect the reactor core from certain transient events previously protected by RCPPMs. The RCPPMs have initiated an unacceptable high number of spurious plant trips since their installation.

Florida Power Corporation believes the operation of Crystal River Unit 3 (CR-3) without RCPPMs is a prudent course of action until the initiation of spurious plant trips by the RCPPMs can be resolved.

Attached is the request for authorization to operate at 2300 MWt referenced in the April 1,1982 letter. No further fees have been determined necessary at this time.
