Console Key System for RPI Reactor Critical Fac1lity (RCF) l At the recent SRO licence examination David Silk, the .

USNRC Region.l examiner. expressed dissatisfaction with the console key--system for the RCF. Ted Michaels, our USNRC -

cognizant officer at Bethesda, also called to request corrective actlon. I fIrst describe the present key system and the USNRC obJactions, then I propose a simple-remedy whIch has been discussed wIth SIIk and M1chaeIs and approved by them. -l recommend that this remedy be carried out.

On the RCF console are two key switches labeled Reactor and Power. On the RCF Equipment Board is a third key switch L labeled Dump Bypass. The console Power key switch, actuated l by key E158,:turno on. power to-the console recorders and the

  • Egulpment Board. The console Reactor key switch, also actuated by key E158, turns on power to the Scram Relay Circult; control. rods cannot be raised without'this circuit actuated. Key E158 can be Inserted and turned to actuate the console Power switch, then removed and Inserted and t

. turned to actuate the console Reactor switch. Key 158 then can be removed.-leaving both swltches actuated, thus defeating the key function. The USNRC position is that this is inadvisable, and-l tg r ess .

The Dump Bypass key switch is actuated by key PA2235.

This key cannot be withdrawn when the Dump Bypass is actuated, and this is the proper action. The USNRC does not object to this key, and no change is proposed for this key.

The proposed change does not require any change-In the-RCF Technical Specifications. Table 2 " Interlock", in Section 3. " Limiting Conditions for Operation", Identifies

two Reactor Console Keys (2) 'On" with Reactor Scram as the consequence if the interlock is not satisfied. These actions are preserved under the proposed change.
