Dear Mr. Robinson:

A review of the Perry ETE dated July 1982 has been made using Appendix 4 of NUREG-0654, Revision 1. As indicated on the attached summary, two defi-ciencies were noted.

The Summer Sunday evacuation time estimate does not include an adverse weather estimate. Although a summer peak scenario with adverse weather is a remote possibility, wet roads due to a summer thunderstorm is nevertheless possible. It is, therefore, appropriate to have a Summer Sunday scenario con-sidering adverse weather (rain).

No reference in the report is made to having had the estimates reviewed by the appropriate state and local officials. A statement or reference to ,

state / local review is necessary to remove the deficiency regarding state and local review.
