Items of Interest Week Ending March 2, 2018 Regulatory Audit at Palo Verde Nuclear Generating Station in Support of Risk-Informed License Amendment Requests From February 20 to February 23, 2018, the staff conducted a regulatory audit at the Palo Verde Nuclear Generating Station in support of its review of license amendment requests for 10 CFR 50.69, Risk-Informed Categorization and Treatment of Structures, Systems, and Components, and TSTF-505, Risk-Informed Extended Completion Times. In addition to reviewing Palo Verdes Probabilistic Risk Assessment, the staff also reviewed key electrical features, FLEX equipment, and the National SAFER Response Center in Phoenix to increase familiarity with industry safety improvements.

Information Notice Regarding Gas Releases During Cask Loading Operations On February 21, 2018, the staff issued information notice (IN) 2018-01, Noble Fission Gas Releases During Spent Fuel Cask Loading Operations, (Agencywide Documents Access and Management System Accession No. ML17234A705). The IN informs addressees of operating experience related to noble fission gas releases during spent fuel loading operations and of the importance of adequate fuel selection and maintaining fuel qualification test records to demonstrate that either the spent fuel cladding continues to serve its design function or that follow-up actions are needed.

Information Notice Regarding 3-Stage Target Rock Safety Valves On February 26, 2018, the staff issued information notice (IN) 2018-02, Testing and Operations-Induced Degradation of 3-Stage Target Rock Safety Relief Valves, (Agencywide Documents Access and Management System Accession No. ML18029A741). The IN informs addressees of recent operating experience related to Target Rock Model 0867F 3-stage safety relief valves (SRVs). Operating experience has shown that limited flow testing of these valves can result in damage to internal valve components.

Information Notice Regarding Failure to Meet Technical Specifications Requirements On February 26, 2018, the staff issued information notice (IN) 2018-03, Operating Experience Regarding Failure To Meet Technical Specifications Requirements For Changing Plant Conditions (Agencywide Documents Access and Management System Accession No. ML17303A791). The IN informs addressees of several recent events in which operators failed to ensure that the requirements of the plant technical specifications were met as the plant conditions changed.

Teleconference Regarding the Industrys Materials Programs On February 27, 2018, the staff conducted an annual teleconference with the management leads for the nuclear industrys materials programs, including representatives from the Electric Power Research Institute. The purpose of the call was to obtain management-level understanding of the status and schedules for certain materials-related issues. The topics included the status of baffle bolt inspections, industry guidance on guide cards, status of rulemaking for Code updates and related Regulatory Guides, planned materials-related sessions at the upcoming Regulatory Information Conference, and plans for the annual industry-NRC materials exchange meeting (May 22-24, 2018). A meeting with similar participants will occur in late summer.
