SUMMARY

OF A PUBLIC MEETING WITH EPRI REGARDING TRISO TOPICAL REPORT ON MAY 8, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with the Electric Power Research Institute (EPRI) on May 8, 2019. The purpose of the meeting was to discuss a proposed topical report from EPRI regarding foundational fuel performance of Tristructural Isotropic (TRISO) fuel for advanced reactor designs with EPRI and other stakeholders planning to apply the topical report in future submittals.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19119A229. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The slides referenced during the discussion can be found at ADAMS Accession No. ML19134A247.

Summary of Meeting:

On May 28, 2019, staff from the NRC conducted a public meeting with representatives from EPRI and other stakeholders regarding a planned topical report submittal on Uranium Oxycarbide (UCO) TRISO particle fuel. The TRISO particles form the foundational element of the fuel in a variety of advanced reactor designs, and EPRI stated the motivation for this topical report is to make progress towards fuel qualification for a variety of advanced reactor designs.

In their presentation, EPRI stated that this topical report provided an opportunity to assemble data and analyses that were design independent in order to allow a wide spectrum of stakeholders to leverage this topical as a stepping stone towards fuel qualification.

J. Segala 2 EPRI briefly discussed historical TRISO performance and planned to provide a summary of this data in the topical report, noting that this information was not being relied on and only provided supporting background information for the topical report. EPRI also provided context on the Advanced Gas Reactor (AGR) program and detailed that only AGR-1 and AGR-2 data was being used for the present topical report submittal. EPRI provided a brief summary of the expected scope of the report and expected context for future referencing of the report, making clear that the primary objective of the planned topical report is a performance demonstration of the intact TRISO particles. The NRC staff and EPRI discussed the proposed conclusions and requests planned in the topical report, with the NRC staff emphasizing the need for specificity in the requests in the topical report in order to avoid limiting future applicability of the report.

At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
