-5 On November 3,1976 ve sent a proposed " Quality Assurance Program" description to the Director of Nuclear Reactor Regulation with a request that it be re-viewed. Subsequent to Nove=ber 3,1976, questions were raised by staff person-nel relating to "exceptiens" which were di:scussed in Sections II and III of the

" Quality Assurance Program" description. In order to clarify the Project posi-tion,Section II and the title of Section III of the attached '! Quality Assurance Program" description have been revised in order to resolve staff questions.

Please review the attached proposed " Quality Assurance Program" description and provide an evaluation as to the acceptability of that description with the under-standing that the effectivity date for implementation of the Babcock & Wilcox co=mitments will be provided when it has been determined.
