Dear Mr. Seyfrit:

South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Fourth Interim Report on Damage to the Steel Liner Plate in the Unit 2 Reactor Containn,ent Building In a previous letter (ST-HL-AE-494), Houston Lighting & Power Company commit-ted to provide the fourth interim report on the liner plate bulge by October 1, 1980. In response to that comitment, this report transmits an updated repair logic (which has been attached), and provides the progress made in resolving the problem.

Significant progress to date is outlined as follows:

a) A drawing has been prepared which defines the damaged section.

b) A liner repair drawing has been developed and approved.

Erection drawings are now being generated.

c) A subcontract change order for the repair work has been negotiated and executed. .

d) The defomed section of liner plate has been removed about 8 inches from the designated perimeter of the final cut. The concrete behind this section has been examined: no unexpected or unusual concrete void fomations or conditions were present, e) An evaluation has been made of the concrete repair and a drawing has been made which defines supplemental reinforcing steel detail and estimated extent of grout repair. 300 5

f) The remaining section of the plate is being removed to a " neat line" perimeter of 10'-0" x 14'-115". The liner seam edges will be prepared for welding upon receipt of erection drawings.

g) A large section of previously fabricated stiffened liner plate,  !

which was removed earlier to pennit an opening for the equipment hatch, will be utilized for the replacement liner section. A piece will be cut from this large section to fit the dimensions of the removed panel. This activity is in progress.
