In response to a Notice of Violation issued June 16,1989 (Reference a), BG&E agreed to take several corrective actions with respect to our Motor Operated Valve (MOV) '
rnaintenance program. As part of the corrective actions, we agreed to revise our preventive maintenance procedures for Bulletin 85-03 MOVs by December 31, 1989 (Reference b). We did not meet this schedule because the MOV Project Manager did not effectively resolve impediments to the procedure revisions,
! - Both Units have remained shutdown since the MOV inspection and have not entered into
! a mode where the identified MOVs are required to be OPERABLE. Also, preventive ,
maintenance (PM) for these valves is not scheduled until the end of January. We will complete the maintenance procedure revisions by January 15, 1990. In addition, we will i
not perform any Bulletin MOV PM until the procedures are revised, i
l We informed Mr. J. E. Beall, our acting Senior Resident inspector, January 2, 1990, I that we would not meet our schedule for this corrective action (Reference c).
