H is necessary to notify the U.S. Nuclear Regulatory Commission (USHRC) of

cdministrative changes related to operation of the Nuclear Science Center Reac t or ' (NSCR) . At present Texas A&M University is the licensee for Facility License R-83 and your signature is required for the submittal of changes to  ;

the USNRC. I have been advised by the Office of the Chancellor that the '

C Texas Engineering Experiment Station should be designated as the " licensee" which would allow the Director of the Station to handle future licensing natters with the USNRC. This transfers authority to the agency financially responsible for the operation of the reactor. I have enclosed the submittal letter to the USNRC for your signature and implementation of the chanEe of

the licensee.

A.~ Organization and Responsibility-

.The Nucleer Science. Center is operated by the Texas Engineering Experiment Station.

The Director of the Nuclear Science Center is j

' responsible to the Director of the Texas Engineering Experiment

' Station'for the' administration and the proper and safe operation of

.the facility.

An administration chart for the Nuclear Science Center '

is presented in Figure 10-1.'

The internal administration of the NSC is comprised of the Reactor  !

Administration and the Facility Administration._ The Facility Adminis- j tration is not directly related to reactor safety and is established' internally by the Director. i

The Reactor Safety Board is established to advise the Director I of the NSC on all matters or policy pertaining to safety. '

The Radiological Safety Office provides "onsite" advice concerning personnel and radiological safety and provides technical assistance and- review in the area of radiation protection. I i

B. Trainina -

A training program for reactor operations personnel exists to prepare  !

. personnel for the USNRC Operator or Senior' Operator examination. This  ;

training program normally contains twenty hours of lecture, outside study,  !

and* requires approximately twenty reactor startups. At the conclusion of tlie program, the Director.or Associate Director of the Nuclear Science Center conducts an examination of the trainee to ascertain whether or '

not he is qualified to take the USNRC examination.

C.- Written Procedures ,

The philosophy of nuclear safety at the Nuclear Science Center -

assumes that all operations utilizing the reactor will be carried out in such a manner as to best protect the health and safety of the public.
