Items of Interest Week Ending MARCH 1, 2019 Public Meeting on Regulatory Information Summary 2002-22 on Digital Instrumentation and Control System Upgrades On February 27, 2019, the staff held a Category 2 public meeting to discuss with industry the lessons learned since the issuance of regulatory issue summary (RIS) 2002-22, Supplement 1, "Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems." NRC staff provided an overview of RIS 2002-22, Supplement 1, and industry representatives from NextEra and NEI discussed plans for several digital modifications using the guidance in the RIS. Some of these digital modifications, such as diesel generator controls, turbine and feed-water controls, and digital inverters, will be implemented in 2019 and 2020.

Items of Interest Week Ending MARCH 1, 2019 Ground Water Protection at Uranium In Situ Recovery Facilities: Request for Comment:

Extension of Comment Period: Part 40 of Title 10 of the Code of Federal Regulations (10 CFR) [Regulatory Identifier Number (RIN) 3150-Al40; NRC-2008-0421]

On March 1, 2019, the NRC published a document in the Federal Register (84 FR 6979) extending the comment period for an earlier document published in the Federal Register on January 31, 2019 (84 FR 574), which requested comments on whether the NRC should proceed with a rulemaking to promulgate a generic set of regulations for the operation of uranium in situ recovery (ISR) facilities, including ground water protection requirements, to standardize existing NRC ISR licensing and oversight practices. The public comment period originally was scheduled to close on March 4, 2019. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments. The due date of comments requested in the document published on January 31, 2019, is extended to May 3, 2019.

Enhanced Security of Special Nuclear Material: Revised Regulatory Basis: Request for Comment: 10 CFR Part 73 (RIN 3150-AJ41: NRC-214-0118)

On March 1, 2019, the NRC published a document in the Federal Register (84 FR 6980) requesting comments on a draft revised regulatory basis to support a rulemaking that would update special nuclear material physical protection requirements for fuel cycle facilities. The rule would establish generically applicable security requirements similar to those imposed by security orders issued by the NRC following the terrorist attacks of September 11, 2001.

Comments are requested by April 1, 2019.

List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System, Certificate of Compliance No. 1014, Amendment No. 13: 10 CFR Part 72 (RIN 3150-AK28; NRC-2019-0030)

On February 26, 2019, the NRC published a direct final rule in the Federal Register (84 FR 6055) amending its spent fuel storage regulations by revising the Holtec International HI-STORM 100 Cask System listing within the "List of approved spent fuel storage casks" to include Amendment No. 13 to Certificate of Compliance No. 1014. Amendment No. 13 revises Appendix B of the technical specifications to update the initial uranium weight for the 16x168 and 16x16C assembly classes to match the value for 16x16A. The companion proposed rule was also published in the Federal Register on February 26, 2019 (84 FR 6086). This direct final rule is effective May 13, 2019, unless significant adverse comments are received by March 28, 2019.
