January 31, 2008 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-I-08-001A This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I, King of Prussia, PA, staff on this date.

UPDATE - UNPLANNED SHUTDOWN GREATER THAN 72 HOURS RESULTING FROM AUTOMATIC REACTOR TRIP DUE TO GROUND FAULT ON 345KV LINE DESCRIPTION:

On January 30, 2008, Florida Power & Light (FPL) Energy commenced a plant start-up of Seabrook Station and placed the generator on the grid on January 31, 2008, at 8:07 p.m. The plant had tripped off-line on January 19, at 11:02 p.m., when an electrical fault occurred on the 345 kV bus 3 between the main generator step-up transformer and the switchyard supply breakers. The plant was subsequently taken to cold shutdown on January 22, 2008, at 9:25 a.m.

FPL Energy determined that the event was caused by a faulted disconnect on the 345 kV bus.

The licensee completed repairs to the electrical disconnect and additional inspections in the switchyard to determine the extent of condition. No additional concerns were identified. FPL Energy also completed a post-trip review of the event, which included an evaluation of the emergency feedwater system response, the non-safety related electrical bus response and the trip of all four reactor coolant pumps during the automatic transfer to the alternate off-site power source. The company concluded that the equipment responded as designed.

Region I inspectors conducting reviews under the baseline inspection program independently determined that the protective functions and safety systems responded as expected. The NRC resident inspectors closely followed the licensees activities and observed plant restart activities.

The State of New Hampshire and the Commonwealth of Massachusetts were both informed of the event by the NRC.

The information presented herein has been discussed with FPL Energy, and is current as of 8:00 a.m., February, 1, 2008. Region I does not plan to provide any additional updates to this Preliminary Notification.
