LOCATION: Excel Services Corporation 11921 Rockville Pike, Suite 100 Rockville, MD 20852 PURPOSE: To discuss technical issues and administrative processes related to TSTF Travelers. The meeting agenda is enclosed.

CATEGORY 2: This is a Category 2 Meeting. The public is invited to participate in this meeting by discussing regulatory issues with the NRC at designated points identified on the agenda.

D. Discrepancy between TS and Bases for Required Action C.2.1.2 of LCO 3.3.2.1 of BWR/4 STS.

VI. Issues with Previously Approved Travelers A. Licensee Expansion of TSTF-425-A, "Relocate Surveillance Frequencies to Licensee Control - RITSTF Initiative 5b," to Frequencies in the Administrative Controls.

B. Industry response to NRC revised position on TSTF-400, "Clarify SR on Bypass of DG Automatic Trips."

1. TSTF feedback regarding NRC suggested wording that they believe would address the issue.

C. Industry submittal of TSTF-422, 423, 431, and 432 and implementation guidance documents in response to NRC's July 13, 2009, letter regarding revision of RITSTF Initiative 1 Travelers.

D. Status of publication of revised Notice of Availability for TSTF-475-A, "Control Rod Notch Testing Frequency and SRM Insert Control Rod Action."

E. Close-out of issues with TSTF-439-A, "Eliminate Second Completion Times Limiting Time from Discovery of Failure to Meet an LCO."

F. NRC questions on TSTF-283, Modify Section 3.8 Mode restriction Notes, currently allows portions of a surveillance test (rather than the complete surveillance test) to be used to reestablish operability for various TS SRs. The NRC staff concern is specifically with this option for TS SRs related to batteries (TS SRs 3.8.4.3 and 3.8.4.4).
