SUMMARY

On March 24, 2010, a Radiological Emergency Preparedness (REP) Full Participation Plume Exposure Pathway Exercise Evaluation was conducted by the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) for the 10-mile Emergency Planning Zone (EPZ) around the Braidwood Station (BS). The purpose of the exercise was to assess the level of State and local preparedness in responding to a radiological emergency. This exercise was held in accordance with DHS/FEMA's policies and guidance concerning the exercise of State and local Radiological Emergency Response Plans (RERPs) and procedures.

The most recent exercise at this site was conducted on November 19, 2008. The qualifying emergency preparedness exercise was conducted on November 6, 1985.

DHS/FEMA wishes to acknowledge the efforts of the many individuals who participated in this exercise. In the State of Illinois, the risk counties of Grundy, Kankakee and Will participated along with State Government. The state of Indiana did not participate in the exercise since it was not an Ingestion Pathway exercise.

Protecting the public health and safety is the full-time job of some of the exercise participants and an additional assigned responsibility for others. Still others have willingly sought this responsibility by volunteering to provide vital emergency services to their communities.

Cooperation and teamwork on the part of all the participants were evident during this exercise.

This Final After Action Improvement Plan Report contains the evaluation of the biennial exercise and the evaluation of the following out-of-sequence interviews and activities:

  • Congregate Care Center Except where noted in this report, the State and local organizations demonstrated knowledge of and adequately implemented their emergency response plans and procedures.

There were no Deficiencies identified for the State of Illinois or the Counties of Grundy, Kankakee, or Will.

There was one Area Requiring Corrective Action (ARCA) identified and corrected during this exercise for Grundy County. Grundy County received an ARCA finding under Protective Action Implementation Criterion 3.d.2. - Impediments to Evacuation are Identified and Resolved. The ARCA assessed was based on our findings that an impediment to evacuation was resolved in a manner that would have resulted in traffic gridlocked at an intersection designated for evacuation. This would have impeded the publics ability to evacuate a portion of Sub-Area 10.

This criterion was successfully redemonstrated when the IEMA Controller provided remedial instruction to the Sheriff and the impediment was reintroduced. The Sheriff recognized that the accident would impede the flow of traffic leaving the area and that he would therefore establish additional TACPs using Grundy County Sheriff's Deputies to direct traffic and provide an effective evacuation route. Section 3 of this report, entitled Analysis of Capabilities presents detailed information on the ARCA.

There were no ARCAs identified during this exercise for the State of Illinois or the Counties of Kankakee or Will.

There were two Plan Issues identified during this exercise for the Radiological Emergency Assessment Center (REAC). The first Plan Issue was a carry-over from the Clinton Exercise conducted in November 2009 during which the REAC received a Plan Issue under Emergency Information and Instructions for the Public and the Media criterion 5.b.1. - OROs provide accurate emergency information and instructions to the public and the news media in a timely manner. Residents within the 10-mile EPZ were not notified that they may need to ingest KI after such a recommendation was made for emergency workers and immobile persons.

Concept of Operations and Radiological Task Force (RTF) procedures RTF-PARS-2 and RFT-POS-14 are not consistent regarding KI information that is provided to the public.

The second Plan Issue was identified during this exercise for the Radiological Emergency Assessment Center (REAC). The REAC received a Plan Issue finding under Protective Action Decision-Making Criterion 2.a.1. - Emergency Worker Exposure Control; OROs use a decision-making process to insure that an exposure control system, including the use of KI, is in place for emergency workers including provisions to authorize radiation exposure in excess of admin or PAGs. The Plan Issue assessed was based on findings that the REAC Health Physics (HP)

Specialist procedures do not provide a method for calculating a Direct-Reading Dosimeter (DRD) dose conversion factor based on source term. Additionally, in the event that a calculated administrative limit is too low to read on the 0-20 R DRDs provided to Emergency Workers (EWs), procedures do not provide an alternative method for controlling radiation exposure.

Section 3 of this report, entitled Analysis of Capabilities presents detailed information on the Plan Issue.

There were no Plan Issues identified for the Counties of Grundy, Kankakee, or Will.

INTRODUCTION - EXERCISE BASIS On December 7, 1979, the President directed FEMA to assume the lead responsibility for all offsite nuclear planning and response. DHS/FEMA's activities are conducted pursuant to 44 Code of Federal Regulations (CFR) Parts 350 Review and Approval of State and Local Radiological Emergency Plans and Preparedness, 351 Radiological Emergency Planning and Preparedness and 352 Commercial Nuclear Power Plants: Emergency Preparedness Planning.

These regulations are a key element in the Radiological Emergency Preparedness (REP) Program that was established following the Three Mile Island Nuclear Station accident in March 1979.

The FEMA Rule 44 CFR 350 establishes the policies and procedures for DHS/FEMA's initial and continued approval of State and local governments radiological emergency planning and preparedness for commercial nuclear power plants. This approval is contingent, in part, on State and local governments' participation in joint exercises with licensees.

include the following:

  • Taking the lead in offsite emergency planning and in the review and evaluation of RERPs and procedures developed by State and local governments;
  • Determining whether such plans and procedures can be implemented on the basis of observation and evaluation of exercises of the plans and procedures conducted by State and local governments;
  • Responding to requests by the U.S. Nuclear Regulatory Commission (NRC) pursuant to the Memorandum of Understanding between the NRC and FEMA dated June 17, 1993 (Federal Register, Vol. 58, No. 176, September 14, 1993); and
  • Coordinating the activities of Federal agencies with responsibilities in the radiological emergency planning process:

-U.S. Department of Agriculture,

-U.S. Department of Commerce,

-U.S. Department of Energy,

-U.S. Department of Health and Human Services,

-U.S. Department of the Interior,

-U.S. Department of Transportation,

-U.S. Environmental Protection Agency,

-U.S. Food and Drug Administration, and

-U.S. Nuclear Regulatory Commission.

Representatives of these agencies serve on the DHS/FEMA Region V Regional Assistance Committee (RAC), which is chaired by DHS/FEMA.

Formal submission of the RERPs for the Braidwood Station to FEMA Region V by the State of Illinois and involved local jurisdictions occurred on January 9, 1987. Formal approval of these RERPs was granted by FEMA on April 15, 1988, under 44 CFR 350.

A REP Full Participation Plume Exposure Pathway Exercise was conducted on March 24, 2010, and evaluated by DHS/FEMA to assess the capabilities of State and local offsite emergency 8

preparedness organizations in implementing their RERPs and procedures to protect the public health and safety during a radiological emergency involving the Braidwood Station. The purpose of this exercise report is to present the exercise results and findings on the performance of the Offsite Response Organizations (ORO) during a simulated radiological emergency.

The findings presented in this report are based on the evaluations of the Federal evaluation team, with final determinations made by the DHS/FEMA Region V RAC Chairperson, and approved by the DHS/FEMA Headquarters.

The criteria utilized in the FEMA evaluation process are contained in:

  • NUREG-0654/FEMA-REP-1, Rev. 1, "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants," November 1980;
  • FEMA "Radiological Emergency Preparedness: Exercise Evaluation Methodology; Notice" as published in the Federal Register Notice, Vol. 67, No. 80, dated April 25, 2002.

Section 1 of this report, entitled Exercise Overview, presents information pertaining to the team that planned and coordinated the exercise. This section also provides listing of all participating jurisdictions and functional entities that were evaluated.

Section 2 of this report, entitled "Exercise Design Summary", contains the purpose and design of the exercise, a description of the plume pathway EPZ and presents basic information and data relevant to the exercise scenario.

Section 3 of this report, entitled "Analysis of Capabilities," presents detailed information on the demonstration of applicable exercise criteria at each jurisdiction or functional entity evaluated in a jurisdiction-based, issues-only format. This section also contains: (1) descriptions of all Deficiencies and ARCAs (if any) assessed during this exercise, recommended corrective actions, and the State and local governments schedule of corrective actions, if applicable, for each identified exercise issue; and (2) descriptions of unresolved ARCAs assessed during previous 9

exercises and the status of the OROs efforts to resolve them.

Section 4 of this report, entitled Conclusion presents the DHS/FEMA summary of overall exercise conduct and results as evaluated against the requirements of 44 CFR 350.

EMERGENCY PLANNING ZONE (EPZ) DESCRIPTION The Braidwood Station is located on a 4,162 acre site in Reed Township in southwest Will County, two miles south of Braidwood, Illinois, and three miles west of the Kankakee River. The station site is relatively flat with an elevation of 589 feet above sea level.

The population distribution in the 10-mile Emergency Planning Zone (EPZ) surrounding the Braidwood Station is relatively low. The year 2000 total population data is 36,493 persons living in the following protective action Sub-Areas 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 and 16 included within the 10-mile EPZ.

The primary land use around the Braidwood Station is agriculture, with cash grain crops of corn and soybeans. The closest industries are located in the communities of Wilmington, Gardner, and Coal City. There are six recreational facilities in the EPZ which can accommodate between 1000 and 3000 people each.

Major transportation facilities in the Braidwood Station EPZ are limited to Interstate 55, which passes one and one-half (11/2 ) miles west of the Station itself, and five railroads. The Railroads are: the Union Pacific Company which is one (1) mile west of the Station; the Burlington Northern and Santa Fe Railway Company which is four (4) miles northwest of the Station; the Norfolk Southern Railway Company which is nine and one-half (91/2) miles south of the Station; the Elgin, Joliet and Eastern Railway Company which is ten (10) miles northwest of the Station; and the CSX Transportation, Inc. which is fourteen (14) miles northwest of the Braidwood Station.

SECTION 2: EXERCISE DESIGN

SUMMARY

2.1 Exercise Purpose and Design The DHS/FEMA Region V Office evaluated the Braidwood Station Radiological Emergency Preparedness (REP) Full Participation Plume Exposure Pathway Exercise conducted on March 24, 2010, to assess the capabilities of local emergency preparedness organizations in implementing their Radiological Emergency Response Plans (RERP) and procedures to protect the public health and safety during a radiological emergency involving Braidwood Station. The purpose of this report is to present the results and findings on the performance of the Offsite Response Organizations (OROs) during a simulated radiological emergency.

2.2 Exercise Objectives, Capabilities and Activities Exercise objectives and identified Capabilities/REP Criteria selected to be demonstrated are discussed in Appendix G Exercise Plan.

2.3 Scenario Summary Appendix H Scenario Details, contains a summary of the Exercise Scenario, a simulated sequence of events that was used as the basis for invoking emergency response actions by Offsite Response Organizations (OROs) in the Braidwood Station REP Full Participation Plume Exposure Pathway exercise on March 24, 2010.

This exercise scenario was submitted by the State of Illinois and Exelon Nuclear and accepted by DHS/FEMA Region V on February 19, 2010.

During the exercise, in addition to information and data provided through the Braidwood Station onsite scenario, controllers from the State of Illinois provided inject messages containing scenario events and/or relevant data to those persons or locations who would normally receive notification of such events. These inject messages were the method used for invoking additional specific response actions by OROs.

The details of the scenario are included in Appendix H Scenario Details.

SECTION 3: ANALYSIS OF CAPABILITIES 3.1 Exercise Evaluation and Results Contained in this section are the results and findings of the evaluation of all jurisdictions and functional entities that participated in the March 24, 2010, REP Full Participation Plume Exercise to test the offsite emergency response capabilities of State and local governments in the 10-mile EPZ surrounding the Braidwood Station.

Each jurisdiction and functional entity was evaluated based on its demonstration of exercise criteria delineated in Federal Register Notice: Vol. 67, No. 80, dated April 25, 2002. Detailed information on the exercise criteria and the extent-of-play agreement used in this exercise are found in Appendix G of this report.

3.2 Summary Results of Exercise Evaluation The matrix presented in Table 3.1, on the following page(s), presents the status of all exercise criteria from Federal Register Notice: Vol. 67, No. 80, dated April 25, 2002, which were scheduled for demonstration during this exercise by all participating jurisdictions and functional entities. Exercise criteria are listed by number and the demonstration status of those criteria are indicated by the use of the following letters:

based on source term. Additionally, in the event that a calculated administrative limit is too low to read on the 0-20 R DRDs provided to Emergency Workers (EW),

procedures do not provide an alternative method for controlling radiation exposure such as use of a clock based stay-time.

POSSIBLE CAUSE: During the exercise, the HP Specialist in the Radiological Emergency Assessment Center (REAC) estimated a dose conversion factor that could be used to control emergency worker dose due to the high internal dose component based on the release source term. Per discussion with the HP Specialist, the estimated conversion factor would have resulted in an administrative exposure limit too low to read on the 0-20 R DRD supplied to EWs. As an alternative method of controlling exposure, the HP Specialist requested Radiological Assessment Field Team (RAFT) and Unified Area Command (UAC) monitor EW stay times in the plume exposure area; no clock based stay-time limits were specified based on projected dose rates at EW assignment locations.. Nor was a lowered administrative limit specified that could be read on the DRD (e.g. 1 R vs. the default 3 R) as another method of minimizing excess exposure due to inhalation dose from an unfiltered release of radioactive material.

Radiological Assessment Field Team procedure, RTF-RFT-11, Rev. 3, states, Emergency workers and IEMA personnel shall immediately report cumulative DRD readings equal to or in excess of 3R to their DCO. The Health Physics Specialist in REAC should use current source term information to determine the conversion factor to use for converting radiation exposure to TEDE. The default conversion factor is 1.67 (e.g., 3R x 1.67 TEDE/R = 5 Rem TEDE). The method for performing an updated dose conversion factor calculation is not contained or referenced in REAC or RAFT procedures.

ISSUE NO.: 06-10-3d2-A-02 CRITERION: Impediments to evacuation are identified and resolved. (NUREG-0654, J.10.j.k.)

CONDITION: Inject No. 25 (exercise message No. 126) identified an impediment at the intersection of Broadway and Braceville Roads prohibiting potential evacuation traffic leaving the towns of Godley and Braceville. The Grundy County Sheriff in the EOC stated that this was east of a Traffic and Access Control Post (TACP) No.

10-5 and was not a part of a potential evacuation route. Thus no action was required.

POSSIBLE CAUSE: The Sheriff's Deputy appeared to look at the location of the traffic impediment in relation to the nearby TACP No. 10-5 and determined that the TACP would keep vehicles from entering the area being evacuated. He did not appear to realize that evacuees may be planning to use those roads to leave the area.

REFERENCE:

NUREG-0654 Planning Standards and Evaluation Criteria J.10.k EFFECT: The potential impact would have been evacuation traffic backed up and stalled at the intersection, unable to leave a portion of the Sub-Area 10.

CORRECTIVE ACTION DEMONSTRATED: This criterion was successfully redemonstrated when the IEMA Controller provided remedial instruction to the Sheriff and message inject No. 25 was reintroduced to the Sheriff. The Sheriff utilized IPRA Map-A (Braidwood Traffic and Access Control, which was posted on the EOC wall). The Sheriff stated that the accident (at Broadway and Braceville Road intersections) would impede the flow of traffic leaving the area and that he would therefore establish additional TACPs using Grundy County Sheriff's Deputies at the next intersection north on Broadway Road to direct traffic further west to the next north-south highway, and at locations on Braceville Road east of the accident site to direct evacuation traffic onto Highway 129 South. This action was simulated.

SECTION 4: CONCLUSION There were no Deficiencies identified for the State of Illinois or the Counties of Grundy, Kankakee, or Will.

There was one Area Requiring Corrective Action (ARCA) identified and corrected during this exercise for Grundy County. Grundy County received an ARCA finding under Protective Action Implementation Criterion 3.d.2 - Impediments to Evacuation are Identified and Resolved. The ARCA assessed was based on findings that an impediment to evacuation was resolved in a manner that would have resulted in traffic gridlocked at an intersection designated for evacuation. This would have impeded the publics ability to evacuate a portion of Sub-Area 10.

This criterion was successfully redemonstrated when the IEMA Controller provided remedial instruction to the Sheriff and the impediment was reintroduced. The Sheriff recognized that the accident would impede the flow of traffic leaving the area and that he would therefore establish additional TACPs using Grundy County Sheriff's Deputies to direct traffic and provide an effective evacuation route. Section 3 of this report, entitled Analysis of Capabilities presents detailed information on the ARCA.

There were no ARCAs identified during this exercise for the State of Illinois or the Counties of Kankakee or Will.

There were two Plan Issues identified during this exercise for the Radiological Emergency Assessment Center (REAC). The first Plan Issue was a carry-over from the Clinton Exercise conducted in November 2009 during which the REAC received a Plan Issue under Emergency Information and Instructions for the Public and the Media criterion 5.b.1 - OROs provide accurate emergency information and instructions to the public and the news media in a timely manner. Residents within the 10-mile EPZ were not notified that they may need to ingest KI after such a recommendation was made for emergency workers and immobile persons.

Information contained within the Illinois Plan for Radiological Accidents (IPRA) and Radiological Task Force (RTF) procedures RTF-PARS-2 and RFT-POS-14 are not consistent regarding KI information that is provided to the public.

The second Plan Issue was identified during this exercise for the Radiological Emergency Assessment Center (REAC). The REAC received a Plan Issue finding under Protective Action 39

1. KI and Shellfish Summary: iOSAT (KI) and shellfish contraindication.

The DCO then explained the dose for KI is one tablet (130 mg) per day and that taking additional tablets would not offer more protection. He indicated that in certain individuals, especially those sensitive to shellfish, may react to the drug. There are some people who may be allergic to KI and others who may experience adverse side effects such as a metallic taste, rashes, diarrhea, and other symptoms.

Emergency Notification Service to Support Emergency Communications Summary: The Reed-Custer Community School District 255 employs an emergency notification service, AlertNow, to rapidly communicate with employees and families using cellular, landline, text messaging and e-mails. The service has the capacity to make up to 2000 telephone calls at a time, increasing the effectiveness of District staff in making timely notifications to employees and families during emergencies.

The District regularly uses the service to notify parents of early dismissals, last minute changes to bus routes or other issues that impact the school population. The system is also used to contact District staff to deliver operational updates and messages. The inclusion of text messaging and e-mail provides an alternative message pathway in the event cellular systems become incapacitated. The system leverages the efforts of Reed-Custer School District 255 staff to keep employees and families informed in a timely manner during crisis events. The system provides a report showing the status of each call made. The status report allows staff to target receipt confirmation and follow up efforts on those individuals who did not receive the general communication.

APPENDIX G: EXERCISE PLAN This appendix lists the exercise criteria, which were scheduled for demonstration in the Braidwood Station Radiological Emergency Preparedness Full Participation Plume Exposure Pathway Exercise on March 24, 2010, and the offsite extent-of-play agreement accepted by DHS/FEMA Region V on February 19, 2010. The exercise criteria, contained in the FEMA Radiological Emergency Preparedness Exercise Evaluation Methodology; Notice, as published in the Federal Register Notice/Vol. 67, dated April 25, 2002, represent a functional translation of the planning standards and evaluation criteria of NUREG-0654/FEMA-REP-1, Rev 1, Criteria for the Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, November 1980. Because the exercise criteria are intended for use at all nuclear power plant sites, and because of variations among offsite plans and procedures, an extent-of-play agreement is prepared by the State and accepted by DHS/FEMA to provide evaluators with guidance on expected actual demonstration of the criteria.

State of Illinois Extent-of-Play Agreement Week of March 24, 2009 Criteria that can be re-demonstrated immediately for credit, at the discretion of the evaluator, include the following:

3.a.1, 3.d.1, 3.d.2, 6.a.1, 6.b.1, 6.c.1 and 6.d.1. Criteria that may be re-demonstrated, as approved on a case-by-case basis by the Chairperson of the Regional Assistance Committee, include the following: 2.a.1, 2.b.1, 2.b.2, 5.a.1 and 5.b.1.

EVALUATION AREA 1 - EMERGENCY OPERATIONS MANAGEMENT Criterion 1.a.1: OROs use effective procedures to alert, notify and mobilize emergency personnel and activate facilities in a timely manner.

The State Emergency Operations Center (SEOC), which houses the IEMA Communications Center (Initial Warning Point), the State of Illinois Response Center (SIRC) and the Radiological Emergency Assessment Center (REAC), will be activated. The IEMA Emergency Response Telecommunicator will implement procedures for notification of IEMA staff as defined in IEMA SOPs. The SIRC will be fully activated with a variety of State agencies. REAC will be fully activated. Rosters will be provided to demonstrate 24-hour staffing of the SIRC and REAC. The evaluator will not be allowed to remove the rosters.

An actual phone call will be made to the FEMA Duty Officer advising him/her of the situation at Braidwood Station. Follow up calls to FEMA will be simulated.

The Unified Area Command (UAC) will be activated at the Chicagoland Speedway with State district and regional personnel. Radiological Assessment Field Team (RAFT) and mobile lab (not evaluated) will be activated in Mazon. IEMA personnel will be prepositioned in the local area and dispatched to the County EOCs, UAC, EOF, Technical Support Center (TSC) and the JIC. FEMA will not evaluate the TSC.

The prepositioned State staff will begin exercise play no earlier than the Alert.

Criterion 1.b.1: Facilities are sufficient to support the emergency response.

This criterion will not be demonstrated during this exercise.

Criterion 1.c.1: Key personnel with leadership roles for the ORO provide direction and control to that part of the overall response effort for which they are responsible.

The ability to direct and control emergency response activities will be demonstrated at the SIRC, REAC, RAFT, the UAC and the JIC. Coordination will be demonstrated between the SIRC, the REAC, RAFT, the UAC, the JIC, the EOF and the County EOCs.

Criterion 1.d.1: At least two communication systems are available, at least one operates properly, and communication links are established and maintained with appropriate locations. Communications capabilities are managed in support of emergency operations.

IEMA will use a variety of communication systems [Nuclear Accident Reporting System (NARS), telefax, commercial telephone, cellular phone, radio] to communicate with other organizations and locations.

Criterion 1.e.1: Equipment, maps, displays, dosimetry, potassium iodide (KI) and other supplies are sufficient to support emergency operations.

The State of Illinois will demonstrate the use of equipment, maps and displays to support emergency operations. Dosimetry Control Officer (DCO) logs will be available from an IEMA Radiological Advisors in the County EOCs.

A DCO briefing/Traffic and Access Control (TAC) interview will be conducted by the Illinois State Police on March 22, at 4:00 p.m. at the ISP District 5 Headquarters. During this event, the availability of dosimetry will be demonstrated. No more than 10% of ISP District 5 dosimetry kits will be inspected during the interview to confirm serial numbers.

EVALUATION AREA 2 - PROTECTIVE ACTION DECISION MAKING Criterion 2.a.1: OROs use a decision-making process, considering relevant factors and appropriate coordination, to ensure that an exposure control system, including the use of KI, is in place for emergency workers including provisions to authorize radiation exposure in excess of administrative limits or protective action guides.

The ability to make the decision to recommend the use of KI to emergency workers will be demonstrated in REAC.

A message will be injected to the Radiological Advisor in the Will County EOC to drive the decision to authorize exposure in excess of administrative limits.

Criterion 2.b.1: Appropriate protective action recommendations are based on available information on plant conditions, field monitoring data and licensee and ORO dose projections, as well as knowledge of on-site and off-site environmental conditions.

REAC will evaluate the licensee information and complete independent dose projections based on that information and simulated field monitoring data. REAC will make an evaluation of the data and make a protective action recommendation to the SIRC.

Criterion 2.b.2: A decision-making process involving consideration of appropriate factors and necessary coordination is used to make protective action decisions (PADs) for the general public (including the recommendation for the use of KI, if ORO policy).

The coordination to determine protective action recommendations (PARs) based upon available shelters, evacuation time estimates and other relevant factors will be demonstrated between the SIRC and REAC.

The State PAR will be transmitted to the EPZ counties via NARS.

The capability to determine which centers should be activated for monitoring, decontamination, registration, reception and congregate care will be demonstrated at UAC, with input from the SIRC and REAC.

Criterion 2.c.1: Protective action decisions are made, as appropriate, for special population groups.

The coordination to determine protective action recommendations (PARs) based upon available shelters, evacuation time estimates and other relevant factors will be demonstrated between the SIRC and REAC.

The State PAR will be transmitted to the EPZ counties via NARS.

The ability to make the decision to recommend the use of KI to institutionalized persons will be demonstrated in REAC.

Criterion 2.d.1: Radiological consequences for the ingestion pathway are assessed and appropriate protective action decisions are made based on the OROs planning criteria.

This criterion will not be demonstrated during this exercise.

Criterion 2.e.1: Timely re-location, re-entry and return decisions are made and coordinated as appropriate, based on assessments of the radiological conditions and criteria in the OROs plan and/or procedures.

This criterion will not be demonstrated during this exercise.

EVALUATION AREA 3 - PROTECTIVE ACTION IMPLEMENTATION Criterion 3.a.1: The OROs issue appropriate dosimetry and procedures, and manage radiological exposure to emergency workers in accordance with the plan and procedures. Emergency workers periodically and at the end of each mission read their dosimeters and record the readings on the appropriate exposure record or chart.

This will be demonstrated during the ISP DCO briefing/TAC interview that will be conducted on March 22, at 4:00 p.m. at the ISP District 5 Headquarters. This criterion will also be demonstrated at the field team staging area.

Criterion 3.b.1: KI and appropriate instructions are available should a decision to recommend use of KI be made.

Appropriate record keeping of the administration of KI for emergency workers and institutionalized individuals (not the general public) is maintained.

This will be demonstrated during the ISP DCO briefing/TAC interview that will be conducted on March 22, at 4:00 p.m. at the ISP District 5 Headquarters. This criterion will also be demonstrated at the field team staging area.

Criterion 3.c.1: Protective action decisions are implemented for special population groups within areas subject to protective actions.

This criterion does not apply to the State of Illinois.

Criterion 3.c.2: OROs/School officials decide upon and implement protective actions for schools.

This criterion does not apply to the State of Illinois.

Criterion 3.d.1: Appropriate traffic and access control is established. Accurate instructions are provided to traffic and access control personnel.

This will be demonstrated by the State through coordination between the UAC and the County EOCs, in accordance with the Braidwood Station EPZ Traffic and Access Control procedures. The staffing of the State posts will be simulated during the exercise.

A TAC interview will be conducted in conjunction with the DCO briefing on March 22, at 4;00 p.m. at the ISP District 5 Headquarters.

Criterion 3.d.2: Impediments to evacuation are identified and resolved.

This will be demonstrated through discussions at the UAC between the Illinois State Police and Illinois Department of Transportation. A message will be injected at the UAC that will drive this demonstration.

State personnel will deal with the impediment by discussing the need for equipment, and its estimated time of arrival, etc. Actual contacts with resource providers will be made and logged.

Criterion 3.e.1: The ORO demonstrates the availability and appropriate use of adequate information regarding water, food supplies, milk and agricultural production within the ingestion exposure pathway emergency planning zone for implementation of protective actions.

This criterion will not be demonstrated during this exercise.

Criterion 3.e.2: Appropriate measures, strategies and pre-printed instructional material are developed for implementing protective action decisions for contaminated water, food products, milk and agricultural production.

This criterion will not be demonstrated during this exercise.

Criterion 3.f.1: Decisions regarding controlled re-entry of emergency workers and relocation and return of the public are coordinated with appropriate organizations and implemented.

This criterion will not be demonstrated during this exercise.

EVALUATION AREA 4 - FIELD MEASUREMENT AND ANALYSIS Criterion 4.a.1: The field teams are equipped to perform field measurements of direct radiation exposure (cloud and ground shine) and to sample airborne radioiodine and particulates.

This criterion will be demonstrated at RAFT with field teams performing radiation measurements with various monitoring equipment. Air samples will be taken with charcoal cartridges and the availability of silver zeolite cartridges will be indicated. Two field teams will be evaluated.

Criterion 4.a.2: Field teams are managed to obtain sufficient information to help characterize the release and to control radiation exposure.

This criterion will be demonstrated at RAFT.

Criterion 4.a.3: Ambient radiation measurements are made and recorded at appropriate locations, and radioiodine and particulate samples are collected. Teams will move to an appropriate low background location to determine whether any significant (as specified in the plan and/or procedures) amount of radioactivity has been collected on the sampling media.

This criterion will be demonstrated by the field teams and information will be coordinated with RAFT.

Two field teams will be evaluated. Each team will take an air sample with particulate filters.

Criterion 4.b.1: The field teams demonstrate the capability to make appropriate measurements and to collect appropriate samples (e.g., food crops, milk, water, vegetation, and soil) to support adequate assessments and protective action decision-making.

This criterion will not be demonstrated during this exercise.

Criterion 4.c.1: The laboratory is capable of performing required radiological analyses to support protective action decisions.

This criterion will not be demonstrated during this exercise.

EVALUATION AREA 5 - EMERGENCY NOTIFICATION AND PUBLIC INFORMATION Criterion 5.a.1: Activities associated with primary alerting and notification of the public are completed in a timely manner following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation. The initial instructional message to the public must include as a minimum the elements required by current DHS REP guidance.

The State's role in demonstrating this criterion is limited to transmitting the State's protective action recommendation (PAR) to the counties and monitoring the instructional messages provided to the public by the counties. This monitoring will be accomplished by IEMA representatives in the County EOCs.

Criterion 5.a.2: [RESERVED]

Criterion 5.a.3: Activities associated with DHS approved exception areas (where applicable) are completed within 45 minutes following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation. Backup alert and notification of the public is completed within 45 minutes following the detection by the ORO of a failure of the primary alert and notification system.

This criterion does not apply to the State of Illinois.

Criterion 5.b.1: OROs provide accurate emergency information and instructions to the public and the news media in a timely manner.

This will be demonstrated at the JIC in coordination with the SIRC, REAC, UAC and the County EOCs.

IEMA personnel will be present at the JIC to coordinate with the Exelon staff. Media briefings will be conducted at the JIC. A livestock advisory will be issued to the media from the JIC or the SIRC when appropriate.

A rumor control phone bank for public inquiries will be operated by the State during the exercise in a room adjacent to the SIRC.

EVALUATION AREA 6 - SUPPORT OPERATION/FACILITIES Criterion 6.a.1: The reception center/emergency worker facility has appropriate space, adequate resources, and trained personnel to provide monitoring, decontamination, and registration of evacuees and/or emergency workers.

This criterion will be demonstrated at Pontiac Township High School during an out of sequence of demonstration conducted on March 23, with set up beginning at 9:00 a.m. Two portal monitors will be set up during the demonstration. Evacuee and emergency worker monitoring and decontamination will be demonstrated. The appropriate number of evacuees will be processed to meet 20% in 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> requirement.

Field team staff will discuss procedures for handling personal belongings and evacuee vehicles. An evacuee vehicle will not be monitored and decontaminated.

Criterion 6.b.1: The facility/ORO has adequate procedures and resources for the accomplishment of monitoring and decontamination of emergency worker equipment including vehicles.

During the exercise, at the RAFT Staging Area, field team staff will demonstrate monitoring of a field team vehicle. Decontamination of that vehicle will be simulated via an interview.

Criterion 6.c.1: Managers of congregate care facilities demonstrate that the centers have resources to provide services and accommodations consistent with American Red Cross planning guidelines. Managers demonstrate the procedures to assure that evacuees have been monitored for contamination and have been decontaminated as appropriate prior to entering congregate care facilities.

This criterion will be demonstrated at Pontiac Township High School during an out of sequence demonstration conducted on March 23, with set up beginning at 9:00 a.m. Local organizations responsible for operating a reception and congregate care center will be present to demonstrate this criterion.

Criterion 6.d.1: The facility/ORO has the appropriate space, adequate resources, and trained personnel to provide transport, monitoring, decontamination, and medical services to contaminated injured individuals.

This criterion will be demonstrated during a drill conducted at Silver Cross Hospital in Joliet on March 23 at 9 a.m.

EVALUATION AREA 1 - EMERGENCY OPERATIONS MANAGEMENT Criterion 1.a.1: OROs use effective procedures to alert, notify and mobilize emergency personnel and activate facilities in a timely manner.

Grundy County will fully activate the Emergency Operations Center (EOC) in Morris, Illinois. The County will implement notification procedures as defined in IPRA-Braidwood. Representatives from IEMA and Exelon will staff the County EOC but will not be pre-positioned in the EOC. A roster will be provided to demonstrate 24-hour staffing of the EOC. Evaluators will not be allowed to remove the roster from the EOC.

The Grundy County Sheriffs Department will allow an evaluator to observe and evaluate the initial NARS message and notification at the Sheriffs Communications Center. The following conditions apply:

Telecommunicators shift change takes place at 7 a.m. There is an exchange of information between shifts, usually from 6:50 a.m. to 7:10 a.m. Evaluators are asked not to be disruptive to this process.

Criterion 1.b.1: Facilities are sufficient to support the emergency response.

This criterion will not be demonstrated during this exercise.

Criterion 1.c.1: Key personnel with leadership roles for the ORO provide direction and control to that part of the overall response effort for which they are responsible.

Decision making will be demonstrated at the Grundy County EOC. Coordination of decisions and emergency activities will be demonstrated between Grundy County, the SIRC, UAC and the JIC, and between the County and municipalities within the EPZ. Coordination between Grundy County, Will County and Kankakee County will be demonstrated.

Criterion 1.d.1: At least two communication systems are available, at least one operates properly, and communication links are established and maintained with appropriate locations. Communications capabilities are managed in support of emergency operations.

Grundy County will use NARS, commercial telephone, radio and telefax to communicate with departments and agencies at other locations.

Appropriate record keeping of the administration of KI for emergency workers and institutionalized individuals (not the general public) is maintained.

When notified by the State of Illinois to distribute and administer KI, Will County officials will discuss the issuance of KI to emergency workers and immobile populations, as a voluntary measure, and will notify the municipalities of the State's recommendation. This criterion will also be demonstrated during the traffic and access control demonstration and school interview.

The DCO briefing for the Sheriffs deputy demonstrating traffic and access control will be conducted at the Will County EOC.

Criterion 3.c.1: Protective action decisions are implemented for special population groups within areas subject to protective actions.

This will be demonstrated by Will County through the simulated implementation of the appropriate procedures. The appropriate officials will coordinate transportation and receiving facilities for special populations. One of each type of special facility will be contacted during the exercise. One of each type of transportation provider (ambulance/bus) will be contacted during the exercise. The public will not be involved in the demonstration.

The Mobility Impaired List will be available for inspection in the County EOC during the exercise. The evaluator will not be allowed to remove the list from the EOC.

Criterion 3.c.2: OROs/School officials decide upon and implement protective actions for schools.

Will County officials will demonstrate this capability through the simulated implementation of the appropriate procedures in the County EOC. The EPZ schools and transportation providers will be contacted during the exercise.

One school interview will be conducted at Reed-Custer Community Unit School Dist. #225U on March 22, 2010 at 3:00 p.m.

The District Superintendent, Principal, a Teacher, the transportation coordinator (DCO), the maintenance supervisor and a bus driver will be present at the interviews.

Criterion 3.d.1: Appropriate traffic and access control is established. Accurate instructions are provided to traffic and access control personnel.

Coordination between Will County agencies designated to provide traffic and access control will be exhibited in the County EOC. A Sheriff s deputy will be available during the exercise to demonstrate the staffing of one post. The post for the demonstration will be selected by Will County during the exercise based on exercise play. The deputy will drive to the selected post location for the demonstration. The staffing of the remaining posts will be simulated.

Criterion 3.d.2: Impediments to evacuation are identified and resolved.

The Will County EOC staff will demonstrate the capability to identify and take appropriate actions concerning impediments to evacuation. A message will be injected by the Controller that will drive this 71

demonstration. County personnel will deal with the impediment by identifying the equipment needed, discussing its estimated time of arrival, etc. Actual contacts with resource providers will be made and logged.

Criterion 3.e.1: The ORO demonstrates the availability and appropriate use of adequate information regarding water, food supplies, milk and agricultural production within the ingestion exposure pathway emergency planning zone for implementation of protective actions.

This criterion does not apply to Will County.

Criterion 3.e.2: Appropriate measures, strategies and pre-printed instructional material are developed for implementing protective action decisions for contaminated water, food products, milk and agricultural production.

This criterion does not apply to Will County.

Criterion 3.f.1: Decisions regarding controlled re-entry of emergency workers and relocation and return of the public are coordinated with appropriate organizations and implemented.

This criterion was last demonstrated in 2006 and will not be demonstrated during this exercise.

EVALUATION AREA 5 - EMERGENCY NOTIFICATION AND PUBLIC INFORMATION Criterion 5.a.1: Activities associated with primary alerting and notification of the public are completed in a timely manner following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation. The initial instructional message to the public must include as a minimum the elements required by current FEMA REP guidance.

Will County will demonstrate the capability to provide both an alert signal and an initial instructional message to populated areas throughout the 10-mile plume pathway EPZ in a timely manner after their decision to activate the alert and notification system to implement protective action recommendations (PAR).

This capability will be demonstrated through the simulated activation of the Braidwood Station EPZ Prompt Notification System as defined in IPRA-Braidwood. The Prompt Notification System (outdoor warning sirens) will not be activated during the exercise.

The ability to provide instructions to the public will be demonstrated through the simulated activation of the local radio station (WJOL/WSSR/WCCQ/WRXQ). The local radio station will be contacted during the first, and possibly the second, alert and notification sequence. An evaluator and controller will be positioned at the radio station during the exercise to monitor for a message containing a PAR.

The IEMA Controller will terminate the demonstration if the demonstration interferes with the radio stations daily operations.

Coordination between Will County, Grundy County and Kankakee County will be demonstrated.

Criterion 5.a.3: Activities associated with FEMA approved exception areas (where applicable) are completed within 45 minutes following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation. Backup alert and notification of the public is completed within 45 minutes following the detection by the ORO of a failure of the primary alert and notification system.

This criterion does not apply to Will County.

Criterion 5.b.1: OROs provide accurate emergency information and instructions to the public and the news media in a timely manner.

Will County will demonstrate this criterion by using pre-scripted messages as indicated in IPRA-Braidwood. Contact with the radio station will be simulated for each alert and notification sequence following the sequence issuing the initial protective action recommendation.

The ability to provide information to the media will be demonstrated by Will County through a briefing held at the Will County media briefing location. If real media are not present for the briefing, the controller and observers will serve as mock media. Evaluators will not serve as mock media.

The ability to deal with rumors will be demonstrated by Will County through coordination between the County EOC and the JIC. The Will County EOC controller will inject exercise messages which will ensure the opportunity to demonstrate this criterion. County officials will investigate and address rumors. If appropriate, the rumors will be coordinated between State and County officials in the County EOC and the JIC.

County emergency broadcast messages and news releases, if issued, will be faxed to the JIC.
