ME3708 and ME37091 By letter dated March 30, 2010 (MLI 00900089), Northern States Power Company, a Minnesota corporation (NSPM), doing business as Xcel Energy, requested NRC approval for a revision to the PINGP, Units 1 and 2, reactor vessel material surveillance capsule withdrawal schedule.
An application for a renewed operating license (ML081130666) which will allow PINGP operdtion to be extended for 20 years was submitted April II , 2008. To support the proposed extended period of plant operations, NSPM proposed to remove Capsule N from Unit 1 during the Spring 2011 refueling outage and remove Capsule S from Unit 2 during the Spring 2012 refueling outage per the plant specific program.
In the Fall of 2010, the Electric Power Research Institute (EPRI) issued draft Areva report, 47- 9145750-000, "Coordinated U.S. PWR Reactor Vessel Surveillance Program (DRAFT 2)" which provides a coordinated United States pressurized water reactor (PWR) reactor vessel surveillance program in compliance with 10CFR50 Appendix H and NUREG-1801, revision 2 (draft), "Generic Aging Lessons Learned (GALL) Report" (MLI 01320104). This program recommends that capsules be removed from PINGP Units 1 and 2 once they reach a fluence equivalent to the 80-year reactor pressure vessel peak fluence (approximately 2020).
NSPM intends to follow the EPRI coordinated reactor vessel surveillance program and therefore withdraws the March 30, 2010 (ML100900089) request for approval of a revised surveillance capsule withdrawal schedule.
