Michael, I would like to request that we revise the language for TS 3.5.c and 3.7.1 that we proposed in the letter of August 3, 2016. This letter addressed RAIs related to our request for a license amendment for the irradiation of fissile materials dated August 18, 2014. Specifically, we would like to replace the language in the proposed TS 3.5.c to read:

Experiments with significant potential for airborne radioactivity release shall not be transferred from an irradiation facility unless the facility ventilation system is operating and the reactor bay pressure is maintained negative with respect to surrounding areas.

For TS 3.7.1, we propose to replace the previous amended language (from the RAI letter of August 3, 2016) to read:

The reactor shall not be operated nor shall experiments with significant potential for airborne radioactivity be transferred from an irradiation facility unless the minimum number of radiation monitoring channels listed in Table 4 are operating.

As a result of these changes, we propose to also revise the basis for both TS 3.5 and 3.7.1 by adding the following sentence to each:

Significant potential for airborne radioactivity is the radioactivity that when released into the reactor bay results in the calculated occupational or general public dose equivalent or committed dose equivalent greater than half that of the corresponding calculated value for the maximum hypothetical accident as described in the Safety Analysis Report (as amended).
