Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2 and 3 Temperature Dependent Shutdown Margin Technical Specification Amendment File: 87-F-005-419.05 The referenced letter, submitted proposed changes to the PVNGS Units 1, 2 and 3 Technical Specifications to reduce the boration requirements when in shutdown, by modification of the shutdown margin requirements.
In addition to the shutdown margin requirements, the proposed changes will lower the trip setpoints and allowable values for "Excore Neutron Flux Logarithmic Power Level High", and the value at which the CPC trip may be manually bypassed and at which the manual bypass is automatically removed.
The Hi Log Power trip setpoint and the CPC bypass setpoint depend on Excore Log Power inputs. Past experience in- PVNGS Units 1 and 2 indicate the excore detectors are not as sensitive as design predicted, with the log power reading approximately a factor of seven lower than expected. Prior to reaching 100X power the setpoints are calibrated lower by a factor of seven to account for this. Upon reaching 100X power, the setpoints are correlated to calorimetric power.
The proposed Technical Specification amendment would lower the CPC bypass set-point and the Hi Log Power setpoint prior to the 100X power calibration, to a range which is susceptible to electronically coupled noise. Operating experience at PVNGS indicates the excore system is sensitive to noise and adopting the new setpoints prior to the 100X power level calibration could cause additional reactor and channel trips at low power.
Based on this, ANPP would like to request that once the temperature dependent shutdown margin amendment is issued, it not be implemented in PVNGS Unit 3 until one week after initially reaching 100X power. The amendments for PVNGS Uni'ts 1 and 2 will be implemented within 30 days of issuance.
