Request for Additional Information QSA Global, Inc.

Docket No. 71-9314 Certificate of Compliance No. 9314 Model 976 Series Transportation Package By application dated March 26, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18089A096), QSA Global submitted an application for Amendment 9 to Certificate of Compliance No. 9314 for the Model 976 Series package. This request for additional information identifies information needed by the U.S. Nuclear Regulatory Commission staff (the staff) in connection with its review of the application. The staff used guidance provided in NUREG-1617, "Standard Review Plan for Transportation Packages for Spent Nuclear Fuel, in its review of the application.

The question describes information needed by the staff for it to complete its review of the application and to determine whether the applicant has demonstrated compliance with regulatory requirements.

Materials Evaluation

1. Justify the exclusion of weld size and location for the lug-ring weldments of the closure band detailed in Drawing No. RCLM011, Revision A. Otherwise, revise the drawing to include these specifications.

Drawing No. RCLM011, Revision A, states that each lug is fillet welded to the drum closure band (clamp) on at least three (3) sides. However, no weld size and relative location requirements are defined. Since the applicant concluded that a package configuration without a clamp may not meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71 (per the results of Test Plan 214), the structural performance of the clamp is necessary to ensure safe transport. Welding specifications are necessary to ensure adequate structural performance of the closure band, unless otherwise justified.

The information is needed to ensure compliance with 10 CFR 71.33(a)(5)(iii).
