Dear Ms. Podolak:

As requested by your application dated April 20, 2018, enclosed is Certificate of Compliance No. 9314, Revision No. 9, for the Model No. 976 Series transportation packages. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.

The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 SAFETY EVALUATION REPORT Docket No. 71-9314 Model No. 976 Series Packages Certificate of Compliance No. 9314 Revision No. 9 EVALUATION By application dated April 20, 2018 (available via Agencywide Documents Access and Management System (ADAMS) Accession No. ML18114A118), QSA Global, Inc., (QSA) requested to amend Certificate of Compliance (CoC) No. 9314 for the Model No. 976 series packages with changes to certain drawings included with the safety analysis report (SAR).

The applicant revised a set of six drawings to reflect a change to the number of rivets used for attaching the nameplate to the packages. Changing the number of rivets on the nameplate will not affect the package performance during the tests for normal conditions of transport and hypothetical accident conditions. In addition, two rivets will meet the regulatory requirement in 10 CFR 71.85(c) that The certificate holder shall conspicuously and durably mark the packaging with its model number, serial number, gross weight, and a package identification number assigned by the NRC.

Based on the statements and representation in the application and the conditions listed below, the staff concludes that these changes do not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations Part 71.

CONDITIONS The following changes have been made to the certificate of compliance:

Reference to the revised drawings included with the April 20, 2018 amendment request has been added to Condition 5(a)(3).

A minor editorial change has been made to the paragraph numbering in condition 6.

Condition 8, referring to the use of Revision No. 5 of the certificate has been removed because it has expired.

The references section has been updated to include this request.

CONCLUSION Based on the statements and representations contained in the application and the conditions listed above, the staff concludes that the design of the Model No. 976 series packages has been adequately described and evaluated. Based on the statements and representations in the amendment request, the staff finds that these changes do not affect the ability of the packages to meet the requirements of Title 10 of the Code of Federal Regulations Part 71.
