A plant enters decommissioning when they cease power operations permanently. A unit with a license is the item which undergoes decommissioning but a site may also be considered decommissioned if all units are decommissioned.

The process of decommissioning would end once all licensed material is removed from the site but we still considered a site "decommissioned" as a binary from active.
