Dear Sir or Madam:

As discussed with NRC Staff on May 28, 2019 (Reference 5), the GE Hitachi Nuclear Energy, L.LC. (GEH) Vallecitos Nuclear Center (VNC) hereby submits a revised Radiological Emergency Plan (REP) dated June 2019. The REP changes have been internally reviewed and some of the changes are documented as those that reduce the plan effectiveness and require prior NRC approval in accordance with 1 O CFR 50.54(q).

GEH requests approval of the revised REP with an additional condition to NRC License R-33 (Reference 1 ). There is no specific VNC license condition or safety analysis report section describing the REP in the VNC shutdown reactor licenses (References 2, 3, and 4). A description and reason for each change to the VNC REP is provided in Attachment 1 to this letter. A reduction in effectiveness evaluation is provided in Attachment 2 to this letter. A comparison to the applicable NRC Standard Review Plan (SAP) guidance document (NUREG 0849) is provided in Attachment 3 to this letter. The revised VNC REP is provided in Attachment 4 to this letter. GEH requests that Attachments 1, 2, 3 and 4 to this letter be withheld from public disclosure under 1 O CFR 2.390 as they contain sensitive security related and proprietary information associated with our Emergency Planning and Response Program.
