Submittal of Revision 17 to the Fort Calhoun Station (FCS), Unit No. 1, Physical Security Plan (PSP)The Omaha Public Power District (OPPD) hereby provides the U. S. Nuclear Regulatory Commission (NRC) with a copy of Revision 17 to the FCS PSP issued in May 2010. These changes were necessary due to the new Rule (Reference

3) being issued, which resulted in OPPD utilizing the NRC endorsed NEI 03-12, Revision 6, template (Reference 2).Revision 17 of the PSP incorporates changes to Section 4, Establishment of Security Organization; Section 4.1.2, Security Chain of Command/Delegation of Authority, Section 11.2.3, Waterborne Threat Measures; Section 11.3, Protected Area Barriers; Section 15.1, Illumination; Section 15.2, Surveillance Systems; Section 18, Response Requirements; and, Section 23, Digital System Security.

These changes were made to reflect site specific clarifications, utilizing the NEI 03-12, Revision 6 template, and following NRC guidance.

These changes do not degrade or impact the defensive strategy. Also, included with this submittal is Enclosure 2, a deviation table delineating the changes to the FCS PSP which deviate from the NEI 03-12, Revision 6, template as well as the reasons for the deviations.

The Revision 17 changes were evaluated in accordance with 10 CFR 50.54(p) and do not reduce the effectiveness of the FCS PSP.SAFEGUARDS INFORMATION Enclosure Contains Safeguards Information.
