Dear Ms. Parrott,
Turkey Point Plant Cooli n g Canal System (CCS) i s experiencing unusually warm water conditions.
We believe this conditio n can be attributed to rainfall in the area being below average. The CCS in take temperatures are ranging from 95-99 degrees Fahrenheit.
The intake temperature i s li mited by the Nuclear Regulatory Commission (NRC) t o 100 degrees Fahrenheit.
If t h at temperature is met or exceeded the Plant i s required to s hut down. We a r e eva luatin g several options to decrease the temperature in the CCS. Some of those options are; withdrawing water from the Unit 5 Upper Florida Aquifer wells, previously permitted production well, wells that we installed on the island to understand the aq uifer characteristic, in serting pumps into the CCS for aeration, and increasing c ir culation in the canals. We are r equesting authorization for temporary use of water from previously pennitted wells at the Turkey Point Plant site. O n e of these we ll s is on Turkey Point proper (PW-1) and the other wells are on an island (W-1, W-2) l ocated within the Turkey Point Plant CCS (Figure 1). All of these wells are l ocated in sa li ne portions of the Biscayne Aquifer (<100ft.). We are planning on using approximately 10.0 MGD from the well on Turkey Point proper and app r oximately 20.0 MGD from the wells on the island. All withdrawals wi ll be monitored and accounted for. We are plmming on using approximately 10.0 MGD from the we ll on Turkey Point proper and approximately 20.0 MGD from the wells on the island. All withdrawals will be monitored and accounted for. The emerge ncy/te mp ora r y use will be in place until we can be as s ured the CCS has stabilized and will not r each the temperature upper limit. We will o nl y use t he se sources if the measures that are currently in place are not successful in achieving t h e goal of temperature r eduction.
