Dear Ms. Parrott,
Turkey Point Plant Cooling Canal System (CCS) is experiencing unusually warm water conditions. We believe this condition can be attributed to rainfall in the area being below average. The CCS intake temperatures are ranging from 95-99 degrees Fahrenheit. The intake temperature is limited by the Nuclear Regulatory Commission (NRC) to 100 degrees Fahrenheit. If that temperature is met or exceeded the Plant is required to shut down. We are eva luating several options to decrease the temperature in the CCS. Some of those options are; withdrawing water from the Unit 5 Upper Florida Aquifer wells, previously permitted production well, wells that we installed on the island to understand the aquifer characteristic, inserting pumps into the CCS for aeration, and increasing circulation in the canals.
We are requesting authorization for temporary use of water from previously pennitted wells at the Turkey Point Plant site. One of these wells is on Turkey Point proper (PW-1) and the other wells are on an island (W-1, W-2) located within the Turkey Point Plant CCS (Figure 1). All of these wells are located in saline portions of the Biscayne Aquifer (< 100ft.). We are planning on using approximately 10.0 MGD from the well on Turkey Point proper and approximately 20.0 MGD from the wells on the island. All withdrawals will be monitored and accounted for. The emergency/temporary use will be in place until we can be assured the CCS has stabilized and will not reach the temperature upper limit. We will only use these sources if the measures that are currently in place are not successful in achieving the goal of temperature reduction.
