Thomas Education and Experience Summary In accordance with License R-33, Technical Specification requirement 6.6.2, "Special Reports" this letter is submitted as notification of a permanent facility organizational change for the Level 2 Manager for the GE Nuclear Test Reactor (NTR). On November 30th, 2006 Daniel M. Thomas replaced Edward Ehrilich as the Level 2 Facility Manager for License R-33, GE Nuclear Test Reactor.These positions are detailed in section 6 of Reference (2). Enclosure (1) details the current implementation of Figure 6-1 in Ref 2. Enclosure (2) summarizes the qualifications and experience of Mr. Daniel Thomas. Thomas Education and Experience Summary Daniel M. Thomas has over 31 years of nuclear experience in the areas of engineering and operations and is currently qualified as a Senior Reactor Operator (SRO) for the General Electric (GE) Nuclear Test Reactor (NTR). Mr. Thomas has eight years of Nuclear Navy experience beginning in 1976. He held various positions in the Navy, including Engineering Watch Supervisor.

He began working for GE in 1984 as a BWR Specialist.

From 1984 to 1989 he was a Reactor Service Supervisor leading teams performing refueling and services work at BWR commercial facilities.

In 1989, Mr. Thomas was promoted to a Field Engineer where he was responsible for oversight of shift engineering work ranging from routine refueling activities to complex reactor internal modifications.

In 1993, he became certified as a Level III Non-destructive Testing (NDT) Inspector for In Vessel Visual Inspection (IVVI) and continued his work as a field engineer.

As a Level III inspector, he assumed programmatic responsibilities for site implementation of code required visual reactor internal inspections.

In 2002, his responsibilities were expanded to include project management of IWI projects for commercial reactors in Japan and Switzerland.

He accepted a position at Vallecitos in March 2003 as an Operations Specialist for NTR and subsequently qualified as a SRO in April 2004.Mr. Thomas has attended advanced training courses in BWR Outage training, in-vessel visual inspections, neutron radiography, fuel sipping, fuel handling, PWR fundamentals and instructor certification.

Mr. Thomas is currently pursuing a Bachelors of Science in Technical Management (BSTM) with a Project Management concentration from DeVry University in Freemont, CA. He expects to complete his degree in March 2007.Enclosure 2 to R-33 Organization Changes Page 1 of I
