Subj ect: Palo Verde Nuclear Generating Station (PVNGS)Units 1, 2, and 3 Date of Implementation of Program Defined in Generic Letter 89-10 and Schedular Extension for Unit 2 Testing File: 92-056-026 The purpose of this letter is two fold.The first is to provide a date of implementation of the program defined in Generic Letter 89-10 as requested by Mr.Charles M.Trammell of your staff and secondly to request an extension from the schedular requirements of Generic Letter 89-10 in Unit 2, The Program Plan for PVNGS to test Motor Operated Valves (MOVs)was approved and implemented on June 28, 1990.Arizona Public Service Company (APS)is testing MOVs in Units 1 and 3 in accordance with schedular recommendations of Generic Letter 89-10 and its supplements.
However, APS requests an extension for PVNGS Unit 2 from the schedular requirements to complete implementation of Generic Letter 89-10 (within five years.or three refueling outages of June 28, 1989)to the end of the Unit 2 fifth refueling outage.The Unit 2 fifth refueling outage is expected to be completed approximately ninety days beyond the program implementation schedule of five years from the date of the Generic Letter.PVNGS Unit 2 started its second refueling outage on February 24, 1990, approximately eight months after the Generic Letter date of June 28, 1989.Although Unit 2 was able to implement rewire design change packages and perform diagnostic baseline tests on the majority of program MOVs, there was not sufficient time for design-basis'ynamic test procedure development, test preparations and outage schedule changes.To complete Unit 2 testing by the end of the fourth refueling outage would impose a scheduling burden causing the unit to remain shutdown longer than planned because of the number of MOVs to be tested during the third and fourth refueling outages.Innnnm 9201240009 000529 PDR ADOCK 050 P y gn/Ijp v i'I~
161-04562-WFC/JMQ January 10, 1992 U.S.Nuclear Regulatory Commission Attn: Document Control Desk GL 89-10 Page 2 Supplement 1 to Generic Letter 89-10, Results of the Public Workshops, states in its response to Question 41 that although the Generic Letter specifies, that refueling outages starting within six months of June 28, 1989, need not be counted as one of the three outages allowed for program completion, the NRC would consider licensees with refueling outages scheduled shortly after this six-month period when evaluating requests for schedular extension.
