Reactor Oversight Process Enhancement Problem Identification and Resolution
Background
The NRCs Problem Identification and Resolution (PI&R) program ensures U.S. nuclear power plants appropriately identify, evaluate, prioritize, and resolve performance issues. The ROP enhancement effort will use operational experience to enhance the PI&R programs effectiveness and efficiency.
Changes recommended by NRC Staff Changing Team Inspection Frequencies to Three Years The NRCs resident inspectors already review PI&R elements during daily, quarterly, and annual baseline inspections. The staff has concluded focused PI&R team inspections can be held less often while maintaining appropriate oversight.
Right Sizing Hour Estimates for Plant Status Walk-downs Staff evaluated historical performance of plant status walkdowns to revise the appropriate level of effort for PI&R routine inspections.
Comprehensive Review of PI&R Inspections The NRC staff are examining how best to assess how effective plant Corrective Action Programs are, as well as when NRC follow-up inspections are needed. This effort will help ensure PI&R procedures remain consistent across the agencys regional offices.
Next Steps The NRC will consider how best to implement recommendations from the staffs comprehensive review.
