Dear Mr. Denton:

f The purpose of this. letter is to further clarify our letter of November 22, 1978, Serial No. 646, concerning survey monitoring and Technical Specification surveillance requirements. Attachment I to that letter contains 27 " problem t survey points." Five of the points relate to the Service Water System in that  !

point 7 is on the Service Water Pump House and points 15,16,17, and 18 are

{ located on the service water piping at the Service Water Pump House. j As explained in our letter, many of the survey points differ with respect I to the established base line survey compared to the bases stated in the Techni- l cal Specification. For instance, Plant Systems Bases 3/4.7.12 states that i

, - "The first survey was conducted in May 1976 to establish a base value for all

points." Points 15, 16, 17, 18 were not established until July 1977, while i point 7 was first established in November 1975. These dates, of course, are j not the same as the May 1976 date stated in the-bases for the Technical Speci- I fication. This situation can be rectified easily with a notation in Table 3.7-5 L or by a change in the bases section of the Technical Specification.  !

! This situation constitutes the totality of the " problem" associated with  ;

Points 7,15,16,17, and 18. There are no safety implications in using dates  ;

for points established in a time frame different from May 1976. t i

A change in the Technical Specification to reflect these other dates has

not and would not affect the service water piping, the service water piping  ;

expansion joint, or the service water pump house. None of these systems, or  !

structures associated with these systems, is in any way affected from a safety i standpoint for the type of problem described in this letter. l Very truly yours, f h ?h, y)yun U
