Dear Mr. Lomasney:
I have reviewed the draft emergency plan that you have prepared for the Town of Newbury and feel that a considerable amount of work needs to be done on the document. It is extremely important that .
the Traffic and Access Control Point section of the plan be completed in order that that the entire draft can be throughly analized.

Several other afeas of the draft plan need additional work, and they include but are not limited to the following:
- 1. Notification
- 2. Emergency Communications
- 3. Public Education and Information
- 4. Emergency Facilities and Equipment ,
- 5. Accident Assessment
- 6. Protective Response
- 7. Radiological Exposure Control
- 8. Public Health
- 9. Recovery and Reentry
- 10. Exercises and Drills
- 11. Training l The Town of Newbury is certainly willing to work with your firm I
in preparing a plan that will provide the best possible protection for the residents of the community, and I welcome the opprotunity to discuss with your firm the areas of the plan I feel need improvement.
