Draft Emergency Planning Document for'Newbury, Massachusetts
Dear Mr. Lomasney:
I have reviewed the draft emergency plan that you have prepared for the Town of Newbury and feel that a considerable amount of work needs to be done on the document. It is extremely important that the Traffic and Access Control Point section of the plan be completed in order that that the entire draft can be throughly analized.

Several other afeas of the draft plan need additional work, and they include but are not limited to the following:
