Calvert Cliffs Nuclear Power Plant Units Nos.1 & 2; Dockets Nos. 50-317 and 50-318 Natural Circulation Cooldown Gentlemen:
NUREG-0737 Action Plan Item II.K.2.17, " Potential for Voiding in the Reactor Coolant System During Transients," requires licensees to analyze the potential for voiding in the reactor coolant system (RCS) during anticipated transients. An analysis has been completed by the Combustion Engineering . Owners Group which demonstrates that natural circulation cooldown of the RCS can be accomplished for these transients while maintaining conformance to NRC acceptance criteria. The results of this analysis are presented in CE Owners Group Report CEN-199, dated March 1982, and are applicable to the Calvert Cliffs Nuclear Power Plant, with one exception.
For operating plants, section 2.3 of CEN-199 makes reference to a 20-hour cooldown period or RCS " soak time" prior to depressurization for entry into shutdown cooling. The upgraded emergency operating procedures (EOPs) for Calvert Cliffs will utilize the specific guidance contained in CE Owners Group Report CEN-154, dated October 1981, with regard to the appropriate duration of RCS cooldown. For example, the specified cooldown period beginning with entry into natural circulation and ending with RCS depreswrization for entry into shutdown cooling would be 17.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. This period consists of a 5.5-hour period for cooldown to an RCS bulk temperature of 330 F followed by a 12.0-hour RCS " soak time".
Noting the above exception, we reference the results of CEN-199 for the resolution of NRC Action Plan Item II.K.2.17.
