DUKE TOPICAL QUALITY ASSURANCE PROGRAM This refers to your letter to this office dated December 6,1985, which transmitted Amendment 10 of the Duke Power Company Topical Quality Assurance (QA) Program description (Duke-1) which proposed a change to your position on Regulatory Guide 1.33.
Amendment 9 currently requires maintenance and instrumentation procedure reviews to be performed every two years. Amendment 10 would require these same reviews to be performed every three years.
The QA program is applicable to the Oconee Station (Docket Nos. 50-269, 50-270, and 50-287), the McGuire Station (Docket Nos. 50-369 and 50-370), and the Catawba Station (Docket Nos. 50-413 and 50-414).
Our review of this information and 10 CFR 50.54(a)(3) indicates that Amendment 10 of your topical QA program constitutes a reduction in a previous commitment and cannot be implemented without NRC approval. We are evaluating your proposed change and will notify you when our evaluation has been completed.
