$UBJECT: STAFF MEETING WITH ILLIN0IS POWER ON GRID STABILITY Dear Mr. Sipekt On October 2,1997, Nuclear Regulatory Commission (NRC) staff met with a number of Illinois Power (IP) staff to discuss issues related to grid stability. This was a fact-finding meeting to gather information for some generic work that the Office of Nuclear Reactor Regulation, Electrical Engineering Branch staff is conducting to support NRC interest in the effects of electric industry restructuring and deregulation on grid stability and reliability. I have received feedback from Jose Calvo, the Electrical Engineering Branch Chief, and his staff, and they have indicated that IP staff provided a number of comprehensive and extremely valuable presentations during the NRC visit. Our participants obtained a good understanding of how the grid functions today and obtained valuable insight on how deregulation is expected to be implemented in Illinois.

Accordingly, we thank you for your st c ort. The information you provided will hr p the NRC to better monitor and anucipate the effects of the upcoming
