i Background i
! The~ licensee has been a division of UNC, Incorporated. In the subject.
application, the licensee proposes to be a subsidiary of United Nuclear
~
. Corporation, a subsidiary of UNC, Incorporated. Organizational-changes are also. proposed.
j Discussion The change in the corporate stru'cture should have little effect on health and
! safety. The only authorized activities are decomissioning a.nd environmental monitoring. The financial comitment for decomissioning is by a UNC Resources official. Because UNC Resources changed it name to UNC, Inc., the
' financial comitment letter should be updated. The outdated commitment, however, is not significant because of the status of- site decomissioning.
! The organization now is limited to a Site Manager who reports to the UNC
! Recovery Systems Environmental Affairs Manager. This organization is acceptable, considering that the licensee is in the final stages of .
1 decomissioning. Separation of the radiological-safety function and the operations functions are no longer necessary. - The Site Managtr is the former NIS Supervisor and is qualified by reason of his experience and education.
j Conclusion /Recomendation 3
The staff concludes that the proposed changes will- have no adverse effect on
- the public health and safety or on the environment. Approval of the application is recc eended.
