Dear Sir or Madam:
In accordance with the requirements of 10 CFR 50.71(e), Southern California Edison (SCE) is submitting the November 2022 revision of the Defueled Safety Analysis Report (DSAR) for the San Onofre Nuclear Generating Station, Units 2 & 3. In accordance with 10 CFR 50.71(e)(4),
the DSAR update is being submitted within 24 months of the previous SONGS Units 2 & 3 DSAR revision which was submitted on November 24, 2020 (Reference 1).
This DSAR update is being provided in total on CD with revised sections noted, satisfying the electronic submittal requirements of 10 CFR 50.4(b)(6) as discussed in Reference 2.
The enclosed DSAR update (Revision 8, dated November 2022) reflects the administrative and design changes that have been implemented since the last version of the DSAR was submitted. The revision bars in Enclosure 1 reflect the changes made to the DSAR since that version.
There are no commitments in this letter or the attachments.

Chapter 9 Description of Change Section 9 Domestic water removed from one of the Auxiliary Systems.
Section 9.1 & Added in the Fuel Handling repurposed tooling and equipment associated needed for handling Greater Than Class C waste removal and subsections. packaging.
Table 9.1-4 Added to describe the major tools and equipment required for handling underwater waste containers.
Section 9.2 & Revised to reflect that the Domestic Water System has been completely 9.2.1 removed from service. Portions to be repurposed during D&D.
Section 9.2.3.1 & Reflects the revised configuration of Unit 2 and 3 Intake Structure with 9.2.3.2 respect to the Pacific Ocean.
