July 22, 2021 Andrea Ferkile Director for the Office of Nonproliferation Office of Nonproliferation and Arms Control National Nuclear Security Administration U.S. Department of Energy 1000 Independence Avenue, S.W.

Washington, D.C. 20585

Dear Ms. Ferkile:

Enclosed is an application (XSNM3814/01), dated July 8, 2021, received by the U.S. Nuclear Regulatory Commission, from TN Americas LLC, requesting amendment 1 to export license XSNM3814, which currently authorizes the export of low-enriched uranium in the form of metal fragments to Belgium for medical isotope production at the Institute for Radioelements (IRE).

The purpose of the amendment is to: 1) update the U.S. address of the licensee, TN Americas; and 2) reflect the name change of the Intermediate Consignee in France from TN International to Orano NPS.

No changes to the terms and conditions of the existing license are being requested. Therefore, our office is processing this as a minor amendment. It should also be noted that we are considering the applicants request to waive the 30-day public comment period and expedite processing this amendment request.

Sincerely, 7/22/2021 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Non-Proliferation Branch Office of International Programs
