Washington, D.C. 20585 Mr. Sean Oehlbert:

Enclosed is export license application (XSNM3809), dated February 5, 2020, received by the U.S. Nuclear Regulatory Commission (NRC), from TN Americas LLC. The application requests the export of 59.85 kilograms (kg) of low enriched uranium contained in 300 kg of natural uranium in the form of metal fragments for fuel reloads in the Japan Atomic Energy Agency research reactors.

The NRC has received Assurances from EURATOM and Japan that the material will be subject to all of the terms and conditions of the applicable Agreements for Cooperation.

Therefore, our office is processing this application, and if no comments are received from the public within the 30-day comment period, and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.
