DEVICE REVIEW AND REGISTRATION FOR SAFETY LIGHT {

CORPORATION DEVICES FOR DISTRIBUTION PURSUANT TO 10 CFR 32.51 (LICENSE NO. 37-00030-09G, CONTROL NO. 109601) i Safety Light Corporation License No. 37-00030-09G authorizes manufacturing and distribution of devices pursuant to 10 CFR 32.51, to persons who will possess the devices pursuant to the general license described in 10 CFR 31.5. This license has been in timely renewal since September,1988. Although the renewal application was received in 1988, little review was done at that time because of activities related to the settlement between Safety Light Corporation and the Atomic Safety Licensing Board. After the settlement was reached in 1995, the review of the renewal application continued. At that time, little or no registration information could be located for many of the devices, although they had been listed on the license for several decades. It was determined that these older devices would require review and registration under current requirements and guidance. Information was requested by, and submitted to, the Sealed Sources Safety Section in 1995, along with information for similar devices for use in aircraft, manufactured and distributed pursuant to 10 CFR 32.53 under Safety Light Corporation License No. 37-00030-10G which was also in timely renewal during that period.

Currently, License No. 37-00030-09G, Amendment No.13, lists 48 device models as approved for distribution. Of these, Safety Light Corporation has confirmed that 12 device models are no longer manufactured and should be removed from the license. Four devices are luminous wands approved on Registration No. NR-579-D-102-G dated May 28,1987. Nineteen device models are Safety Egress Signs or Markers, approved on Registration No. NR-579-D-101-G dated July 7,1995. However,13 device models need additional review to be approved in the renewed license.

The 13 device models that require additional review are currently approved on Registration No.

NR-579-D-112-G dated September 30,1996. This registration restricts these device models for aircraft use, probably because the Sealed Source Safety Section reviewer at the time was l

working only on License No. 37-00030-10G and did not realize that the same device models l were also listed on License No. 37-00030-09G. Safety Light Corporation requires authorization for distribution cf these devices pursuant to 10 CFR 32.51 for use in places where standard EXIT signs are too large, such as in mines. We request that the necessary additional review be completed so that License No. 37-00030-09G may be renewed. The device models that require the additional review are listed in item 3 of the letter dated August 12,1997 (attached) from Region I to Safety Light Corporation.

Additional information may be needed in order to complete the review for these same devices to be distributed pursuant to 10 CFR 31.51, because the manufacturing requirements differ from that for aircraft signs. This additional review must be completed prior to the renewal of this license. Additional information regarding the design, testino, and manufacturing of these devices will be requested of you directly by the NMSS reviewer.
