Re: Peach Bottom Atomic Power Station, Units 2 and 3 The NRC licensing staff has reviewed the status of your Emergency Response Facilities (ERF) (i.e., Technical Support Center, Operational Support Center, and Emergency Operations Center) and Meteorological Data upgrade. These are TMI Actions Items III.A.1.2 and III.A.2.2, respectively, of the TM1 Action Plan, NUREG-0737.

By Confirmatory Orders for both units dated June 14, 1984, the NRC confirmed your commitments to implement certain post-TMI related items set forth in Supplement 1 to NUREG-0737, " Requirements for Emergency Response Capability". The Orders confirm that the Emergency Response Facilities were complete for both units in all respects except for the Safety Parameter Display System (SPDS) and Regulatory Guide 1.97 Instrumentation. The staff's decision on these outstanding items and as well as certain other requested exceptions (i.e., Backup EOF and Staffing Requirements) have been or continue to be part of separate actions. Concerning the SPDS, we have recently approved by letter dated March 12, 1986 ,your proposal for an interim, analog-based, SPDS for operational use until the design and installation of a new computer-based SPDS is completed. The staff Hill revise the schedules in the Confirmatory Orders for the computer-based SPDS to be fully operational when it receives your completion schedule in response to our March 12, 1986 letter.

~1982, .and in NUREG-0654, respectively. The schedules to complete the ERF items are in the Confirmatory Orders for both. units dated June 14, 1984. For these items, you were within the' schedules of the Confirmatory Orders although the staff may revise the schedule for the computer-based SPDS in_the Confirmatory Orders based upon your response to our recent approval of-the Peach Bottom intcrim (analog-based)

SPDS. Concerning the Meteorological Upgrade Program, your letter-of April-15, 1983 indicated that the necessary upgraded instrumentation would be installed by May 31, 1983 and be fully operational shortly thereafter. The NRC staff has been informed that these modifications have been completed. The ERF and the Meteorological Data Upgrade will be audited against the staff's requirements by NRC Region 1 in an ERF Appraisal. This will be arranged by Region 1.
