Atomic Safety and Licensing Board July 17,2007 Brownstone Hotel Raleigh, N.C.

Sirs:

The Harris reactor is our nations newest unit, going on line January 1987. Of the approximately128 units built only 103 are still working. Twenty four were closed early due to safety problems. At this early point in the work cycle of Harris who can predicate how it will be working in forty years from now?

We do know that it has had several small fires due to faulty construction materials used and the NRC has reduced its safety requirements. Harris is a complex machine, that has many moving parts designed for a 40 years work cycle.

If you bought a car that has a useful life cycle of lOOK miles would you try at its 50K mile work point to decide to work it for l50K miles?

No predication on the safety of, or work life of its parts can be made for forty years from now, it is too early in the work cycle ofthe reactor. We should wait fifteen years to try to make a prediction on the useful work cycle of the reactor for another 20 years use.

I Asking you to extend the license at this time is not fair to you and request that you delay th~ye~
