Dear Mr.Giambusso:
Re: Nine Mile Point Unit 1 Docket No.50-220 10 lg'..app~III C 5 tg73 Ir ppL1Ippy SNL pfp7(pl kocEQ gag Our application for conversion of Provisional Operating License No.DPR-17 to a full-term operating license included an analysis of the capability of Nine Mile Point Unit 1 to accommodate anticipated transients without scram.Since the time of that submittal, certain changes have taken place which affect the analysis of these transients and other anticipated transients.
The attachment to your letter of October 19, 1973 included assumptions and criteria to be used in the analysis of transients without scram. The analysis which was included in our previous submittal showed that for the worst case during anticipated transients without scram, containment pressure could reach 45 psig. This exceeds the design pressure of the suppression chamber. The attachment to your letter of October 19, 1973 specified containment design pressure as the acceptable limit.L The previous analyses'of other transients which include scram were performed assuming no tripping of the recirculation pumps.Preliminary investi-gations indicate that incorporation of a tripping of the pumps on high reactor pressure aggravates these transients.
...See Page 2 8642
TQ Mr.A.Giambusso Because of the changes to the analyses as described above, Niagara Mohawk considers that the addition of the recirculation pump trip is not justified until reanalyses of anticipated transients without scram and other transients are completed.
Therefore, the tn.p of tFie recirculation pumps on high reactor pressure is being deleted from the protection system circuitry.
The reanalyses of the anticipated transients without scram have been initiated and will be submitted by October 1, 1974 as requested in the attachment to your letter.Very truly yours, udolph.Schn ader Vice President.-Electric Operations CVM/s z
