DOCKET NO. 50-446 UNCONSOLIDATED CONCRETE-UNIT 2 RCB EXTERIOR WALL SDAR: CP-86-65 (FINAL REPORT)

Gentlemen:

On October 15, 1986, we verbally notified your Mr. I Barnes of a deficiency involving unconsolidated concrete in the exterior wall of CPSES unit 2 Reactor Containment Building. Our last interim report was logged TXX-6208, dated January 21, 1987.

Specifically, the issue involves unconsolidated concrete identified on the exterior wall of Unit 2 Reactor Containment Building (RCB) at elevation 921 feet, azimuth 326 degrees. The deficiency was documented by Nonconformance Report Number NCR-C-86-201273.

During our evaluation, a review of the QA documentation related to the specified area was conducted. There was no evidence of a significant breakdown in the QA program. Additionally, an engineering analysis has concluded no condition adverse to the safety of plant operations or the structural integrity of the exterior wall would exist in the event the deficiency had remained uncorrected.

The unconsolidated concrete has been repaired in accordance with established site procedures. The issue is not reportable under the provisions of 10CFR50.55(e).

Records supporting this determination are available for your inspectors to review at the CPSES site.
